The Road-toll? - The Sollution of Trafic Congestion?

Abstract:

Práce shrnuje, jaká je dopravní situace na silnicích v Praze a zda uvažovaný mýtný systém do historické části metropole by mohl vyřešit každodenní dopravní kongesce. Trendy, jakými se poptávka po silniční dopravě bude ubírat, mluví v její prospěch, tzn. intenzita silniční dopravy poroste. Mýtnému systému nahrává i skutečnost, že vzhledem ke stárnoucí populaci bude ze státního rozpočtu připadat stále více prostředků na sociální politiku a dopravní sektor si bude muset hledat finance na své stavby jinde, nejlépe by se měl stát samofinancovatelný. Práce vychází ze zkušeností elektronického mýtného systému zavedeného do historického centra v Londýně, ze kterého si pražští radní vzali příklad. V závěru práce shrnuje dosavadní debaty o mýtném systému vedené radními na Magistrátu hl.m.Prahy.

Abstract:

The paper summarizes what a level of urban traffic in Prague is and whether the toll system implemented in the historic part of the city of Prague can alleviate the traffic congestion. The intensity of traffic is supposed to grow. In addition the Czech population is growing older and there will not be enough sources for welfare from the state budget so that traffic sector will have to try to find finance by itself. The toll system could be one of the most suitable possibilities. The paper takes the experiences from the London congestion charge system that was regarded as the best example for the toll system in Prague. Finally the paper recapitulates how the toll system has been discussed by the councillors of the City of Prague.
