Archiving and filing service of the Police of the Czech Republic

Abstract:

Bakalářská práce pojednává o vedení spisové služby a archivnictví u Policie České republiky. V první části objasní vývoj státní policie do roku 1945 a organizaci bezpečnostních sborů od roku 1948 do současnosti. Druhá část popisuje obecné legislativní normy a přehled vnitřních norem policie souvisejících s výkonem spisové služby a archivnictví. V další části bude popsán vznik Archivu Policie České republiky v roce 2010. Čtvrtá část je zaměřena na výkon spisové služby, její proměnu z analogové podoby na digitální, je zde pojednáno o zkušenostech s prvními zkušebními informačními systémy ZIS 2000 a Evidencí trestního řízení. Podrobně jsou rozebrána ustanovení spisového řádu a spisového a skartačního plánu, podle kterého Policie České republiky v současné době postupuje. Poslední část se soustřeďuje na oblast skartačního řízení a přiblíží plánované elektronické skartační řízení, tzv. E-skartaci. Závěr práce vyhodnotí vývoj spisové služby a archivnictví u policie a vliv digitalizace na tyto oblasti.

Abstract:

The bachelor thesis deals with the management records management and archival services of the Police of the Czech Republic. The first part explains the development of the state police until 1945 and the organization of security corps from 1948 to the present day. The second part describes the general legislative standards and an overview of the internal police standards related to the performance of file services and archiving. The next part will describe the emergence of the Archives of the Czech Republic in 2010. The fourth part is focused on the performance of the file services and its transformation from analogue to digital form. It deals with the experience of the first test information systems ZIS 2000 and the Records of Criminal Proceedings. The provisions of the Registry of Records and the file and shredding rules are analyzed in detail, according to which the Police of the Czech Republic are currently proceeding. The last part focuses on the area of shredding proceedings and will approach the planned electronic shredding process, called E-shredding. The conclusion of the thesis will evaluate the development of the records management and archiving services of the police and the impact of digitization on these areas.
