Abstract:

Mnoho obcí v České republice má problémy s neúnosnou mírou zadlužení. Tato prácenejprve pomocí indikátoru dlouhodobé zadluženosti per capita seřadí všechny obcev České republice a s pomocí podrobnější analýzy následně identifikuje obce vhodné proúčely této práce. Poté analyzuje jejich finanční a socio-ekonomická data, a nakonec je dádo kontrastu s hospodařením obce úspěšné. Výsledkem je podrobný popis situace pětiobcí a formulace doporučení pro jednotlivé případy. Práce ukazuje, že ve většině případůza extrémní zadlužením municipalit stojí nezvládnutý rozvojový projekt financovanýz dotace, či půjčky, kterou byly obce nuceny vracet. Často tedy vzniká situace, kdy obecnení schopná splácet dluh z přebytku rozpočtu. Stát v současnosti dokáže identifikovatobce s rizikovým zadlužením a motivovat je ke snižování dluhu, ale nemá dostatečnémechanizmy, kterými by dotčeným obcím dokázal pomoci. Závěrem práce jsoupředstavena obecná zjištění a doporučení v podobě návrhu na vznik nástrojů, pomocíkterých by stát dotčeným obcím dokázal pomoci zadlužení snižovat a zároveňminimalizoval riziko jeho vzniku.

Abstract:

Many municipalities in the Czech Republic have problems with excessive debt levels.This work first uses the indicator of long-term indebtedness per capita to sorts allmunicipalities in the Czech Republic according to its value and with the help of moredetailed analysis subsequently identifies municipalities suitable for the purposes of thiswork. It then analyses their financial and socio-economic data, and finally puts them incontrast with the succesful municipality. The result is a detailed description of thesituation of five municipalities and formulation of recommendations for individual cases.The work finds that in most cases the extreme indebtedness of municipalities is causedby an unmanaged development project financed from a subsidy or loan thatthe municipalities were forced to return. Thus, there is often a situation wherethe municipality is unable to repay the debt from the budget surplus. The state is currentlyable to identify municipalities with risky indebtedness and motivate them to reduce debtbut does not have sufficient mechanisms to help the affected municipalities.In conclusion, the thesis presents general findings and recommendations in the form of aproposal for the creation of tools by which the state could help the affected municipalitiesto reduce debt while minimizing the risk of its occurrence.
