The role of microregions as a form of cooperation of municipalities

Abstract:

Diplomová práce zkoumá problematiku mikroregionů jako jedné z forem spolupráce obcí. Historicky je tento institut poměrně nový. Cílem práce je vytvořit přehled o tom, co jsou to mikroregiony, jakou mají funkci. Tato práce také rámcově vymezuje i jiné druhy spolupráce obcí. Text práce popisuje smlouvu o vytvoření dobrovolného svazku obcí, pozornost je zaměřena také na stanovy, financování, hospodaření a organizaci mikroregionu. Práce zkoumá Dobrovolný svazek obcí Ždánický les a Politaví a to z pohledu, zda nedochází ze strany větších obcí ke "zneužívání postavení". Práce se zabývá také otázkami, jak moc by byla situace složitá, kdyby tyto svazky neexistovaly. Svazky si ve stanovách určí předmět činnosti. V diplomové práci budu zkoumat, zda svazky naplňují úkoly a předmět činnosti, pro které byly zřízeny. Diplomová práce vychází z právního stavu ke dni 31. srpna 2021.

Abstract:

The diploma thesis examines the issue of micro-regions as one of the forms of cooperation between municipalities. This institute has appeared relatively recently. The aim of this thesis is to create an overview of how to describe micro-regions and what their functions are. This thesis also outlines other types of cooperation between municipalities. The text of the thesis describes the agreement on the creation of a voluntary union of municipalities where attention is also paid to statutes, funding, management, and organization of a micro-region. The thesis examines the Ždánický les and Politaví Voluntary Union of Municipalities from the point of view if there is no "misuse of position" on the side of larger municipalities. The thesis also deals with questions of how complicated the situation would be if these unions had not existed. Unions determine the subject of activity in their statutory documents. In my diploma thesis, I will examine whether unions actually achieve their goals and accomplish main activities for the purpose of which they were established. The thesis is based on current legislation as of 31st August 2021.
