Qualified majority voting in the Council of the European Union

Abstract:

Práce se věnuje problematice hlasování kvalifikovanou většinou v Radě EU. Důraz je zde kladen na přechod od Smlouvy z Nice k Lisabonské smlouvě. Úvodní kapitoly tvoří platformu pro analýzu tzv. hlasovacích indexů, na základě kterých určujeme vliv států v Radě, efektivitu a spravedlivost jednotlivých systémů. Podle nich budou středně velké státy EU, jako je Česká republika, dle Lisabonské smlouvy znevýhodněny. Indexy jsou však následně konfrontovány s jejich kritikou. S ohledem ke konfrontaci by hlasovací indexy neměly být brány jako jediné východisko pro hodnocení uvedených veličin.

Abstract:

The thesis deals with an issue of the qualified majority voting in the Council of the European Union. The emphasis is placed on the changes between the Treaty of Nice and the Lisbon treaty. First chapters create a platform for analysis based on so-called voting power indices. According to the Treaty of Lisbon should middle-sized countries like the Czech republic be undervalued. However, indices are then faced with their criticism. As a result, they should not be the only base for judging the influence of particular states.
