Higher education funding in the Czech Republic and Slovakia: coefficients of economic demands

Abstract:

Problematika financování veřejných vysokých škol je velmi důležitým tématem, které má vliv na vývoj životní úrovně a vzdělanost každé země. Součástí práce je analýza současného financování vysokého školství se zaměřením na první rozpočtový okruh v České republice a jeho obdobou na Slovensku, včetně vývoje a změn v posledních letech. Cílem práce je vytvořit alternativní výpočet koeficientu ekonomické náročnosti pomocí koeficientu oboru používaného na Slovensku. Výsledné odhady koeficientů oboru pro Českou republiku jsou porovnány s aktuálními hodnotami českých koeficientů ekonomické náročnosti, slovenských koeficientů oboru a obou koeficientů vycházejících z článku (Hužvár & Rigová, 2010). Z původního počtu 148 fakult veřejných vysokých škol po očištění dat zůstalo pouze 50 tzv. homogenních fakult, případně celoškolských pracovišť u veřejných vysokých škol bez fakultního dělení, u kterých bylo možné výpočet provést. Výsledkem diplomové práce je zjištění, že koeficient ekonomické náročnosti není totéž co koeficient oboru, který pracuje pouze s personální náročností. Na diplomovou práci by bylo možné navázat rozšířením vzorce pro výpočet přidáním dalších nákladů, aby více odpovídal koeficientu ekonomické náročnosti, sjednocením organizačního řazení ostatních pracovníků napříč jednotlivými fakultami a výpočtem koeficientu oboru na nehomogenních fakultách.

Abstract:

Public universities funding is a very important topic that affects the development of living standards and education of each country. Part of this thesis is an analysis of the current financing of higher education with a focus on the first budget heading in the Czech Republic and its equivalent in Slovakia, including developments and changes in recent years. The aim of the thesis is to create an alternative calculation of the coefficient of economic demands using the coefficient of study field used in Slovakia. The resulting estimates of the coefficients of the field for the Czech Republic are compared with the current values of the Czech coefficients of economic demands, Slovak coefficients of study field and both coefficients based on the article (Hužvár & Rigová, 2010). After data adjustment only 50 so-called homogenous faculties, or university-wide workplaces at public universities without faculty division, out of original count of 148 faculties or university-wide workplaces of public universities remained for performing the calculation properly. The result of the thesis is the finding that the coefficient of economic demands is not the same as the coefficient of study field, which is based only on personnel demands. The diploma thesis could be followed by extending the formula for calculation by adding other costs to better match the coefficient of economic demands, unifying the organizational ranking of other staff across faculties and calculating the coefficient of study field of inhomogeneous faculties.
