Systém takmer výlučne verejne financovanej kultúry Spolkovej republiky Nemecko je historicky podmienený. Vo vývoji Nemecka bolo umenie vždy podporované určitou vládou, nakolko slúžilo reprezentatívnym účelom. Tým vznikol prevažne systém štátom prevádzkovaných inštitúcií. The financial system of the Federal republic of Germany is historically determined. Germany was made up of many independent feudal states and city republics that each persued their own cultural policies and established a host of cultural institution.
