The Attitude of Czech Political Parties on the Directive on Improving the Gender Balance among Non-executive Directors

Abstract:

Genderová nevyváženost v politické i obchodní sféře je aktuálním tématem. Zejména komisařka Viviane Redingová zviditelnila nedostatečné zastoupení žen ve vedení obchodních společností svou snahou prosadit zavedení povinných kvót při obsazování výkonných a nevýkonných rad kotovaných společnosti na burze. Tato nerovnováha je považována za porušení základního práva rovnosti pohlaví, a proto byla navržena směrnice o zlepšení genderové vyváženosti, která by měla přispět k vylepšení situace na soukromém trhu. Konkrétně do roku 2020 by měly rady kotovaných společností být alespoň ze 40 % reprezentovány ženami. Tato práce sumarizuje názory českých politických stran tvořících současnou (2014) Poslaneckou sněmovnu PČR. Na základě vyjádření politických stran odpovídáme na otázku, jaké faktory figurují v argumentaci a zda je možné stanovit, že rozdíl mezi pravicí a levicí je v jejich postoji k zavedení kvót do praxe obligatorně pomocí směrnice nebo dobrovolně skrze vlastní iniciativu obchodních společností. Zároveň je věnována pozornost proměnné počtu žen v předsednictvech politických stran, která by mohla mít vliv na oficiální postoj strany.

Abstract:

Gender inequality is a current topic in both political and business environment. The EU commissioner Viviane Reding brought attention to the insufficient representation of women in company managements due to her effort to implement gender quotas in appointing non-executive board members of listed companies. This inequality is considered breach of fundamental human rights; thus, the directive is supposed to contribute to improve the situation by 2020, when there should be at least 40% of women members in non-executive boards. This thesis is summarizing opinions of the Czech political parties creating the current (2014) Chamber of Deputies. Based on the statements of political representatives, the arguments in favor and against the directive are listed. Regarding the involvement of the EU, we raised a question whether the difference between the right and left wing parties lies in the obligatory or voluntary implementation of such quotas. Moreover, the variable of number of women members in a political party presidium was considered.
