Human resources management in the French civil service in the context of European integration

Abstract:

Předmětem diplomové práce „Řízení lidských zdrojů ve francouzské veřejné správě v kontextu evropské integrace“ je adaptace francouzské veřejné funkce principům a právním normám Evropské unie. V první části je podán základní rámec evropské legislativy, která se uplatňuje na zaměstnání ve veřejných sektorech zemí Evropské unie. Komplexním popisem systému zaměstnání ve francouzské veřejné správě a jeho specifik se zabývá druhá část práce. V další, stěžejní části pak identifikujeme konkrétní segmenty, které budou předmětem adaptace a analyzujeme způsoby, jakými se francouzská veřejná funkce může přizpůsobit. Z navržených řešení je vybráno to optimální a je doplněno rekapitulací doporučených doprovodných opatření. V poslední čtvrté části se zabýváme perspektivami vývoje veřejných zaměstnání nejenom ve Francii, ale i ve veřejných sektorech zemí Evropské unie obecně.

Abstract:

The subject matter of the diploma work “Human resources management in the French civil service in the context of European integration” is to analyze the adjustment of the French civil service to the European Union principles and legal norms. In the first part, the framework of the European legislation in the field of public sector employment of the EU member states is given. The second part of the work comprises a complex description of the French civil service and its particularities. The analysis of the necessary adjustment of the French system to the European laws and standards constitutes the core part of the work. The concrete segments of adjustment are identified, the ways of adjustment are analyzed, the solutions to the adjustment are suggested, out of which the optimum one is emphasized. The last part deals with the possible perspectives of the public sector employment not only in France, but in the public sectors of the EU member states in general.
