Switzerland - the tax and social system

Abstract:

Hledání odpovědi na otázku financování důchodového systému je stále aktuálním problémem, jenž má globální charakter. Na základě uvedené skutečnosti bylo zvoleno téma diplomové práce, jejímž cílem je analýza daňového a sociálního systému ve Švýcarsku včetně ekonomických aspektů dopadajících na švýcarskou ekonomiku v obecné rovině a provázanost obou systémů z hlediska financování. Diplomová práce je členěna do sedmi kapitol (počítaje cíl práce a metodiku). V teoretické základně je v prvních oddílech zvolena metoda deskripce, jež se věnuje sociální politice (základní definice, principy sociální politiky, apod.) a daňové politice (základní definice, konkurence, koordinace a harmonizace v daňové politice, účinnost daní, apod.). Následuje kapitola věnující se popisu Švýcarska. Další v pořadí je praktická rovina, jež využívá zejména metod analýzy a syntézy, která se již zaobírá otázkou důchodů a daňové situace ve Švýcarsku. V závěru práce je provedeno cílené shrnutí uvedené tématiky. Přínosem diplomové práce je provedení analýzy a zhodnocení stávající situace v oblasti daňového a sociálního systému Švýcarska. Možným námětem k rozšíření diplomové práce se nabízí analýza určitého kantonu z pohledu daňové autonomie.

Abstract:

Finding the answer how to finance a pension system is still a current issue, which has got a global nature. On the ground of that fact the topic of the thesis has been chosen. The aim is to analyze a tax and welfare system in Switzerland, including the economic aspects impacting on the Swiss economy in general and the interconnection of these two systems with respect to funding. The thesis is divided into seven chapters (including the aim of the thesis and methodology). In a theoretical base in the first sections there is used description which focuses on social policy (basic definitions, principles of social policy, etc.) and tax policy (basic definitions, competition, coordination and harmonization in tax policy, tax efficiency, etc.). A chapter dedicated to description of Switzerland follows. The next is a practical part, which particularly uses a method of analysis and synthesis, and already deals with a question of pension and tax situation in Switzerland. At the end of the thesis a targeted summary of the stated subject matter has been made. The merit of that thesis is the analysis and evaluation of the current situation in the area of tax and social system in Switzerland. Analysis of a particular canton from the point of view of tax autonomy may be a possible way how to extend this thesis.
