Abstract:

Tato diplomová práce se zabývá analýzou koordinace hospodářských politik v souvislosti s veřejným zadlužením v České republice v letech 2007-2021. Cílem práce je odpovědět na otázku, do jaké míry docházelo v letech 2007-2021 ke koordinaci hospodářských politik v České republice. V teoretické části práce jsou shrnuty základní pojmy a principy fungování týkající se monetární politiky, fiskální politiky, jejich interakce a veřejného zadlužení. V další řadě je nastíněn vývoj krizových let 2007-2008 a 2020-2021. Literární rešerše shrnuje dosavadní poznatky v této oblasti a prezentuje výsledky již provedených studií. Praktická část nejprve analyzuje ekonomický vývoj a hlavní změny v oblasti monetární a fiskální politiky. V další řadě komparuje krizi 2008 s krizí 2020. Dále analyzuje veřejné zadlužení a dodržování fiskálních pravidel, ke kterým se Česká republika zavázala. Závěrečná analýza vyhodnocuje vhodnost nastavení obou politik dle Swanova diagramu a vzhledem k pozici ekonomiky v hospodářském cyklu. Z výsledků analýzy vyplývá, že dle Swanova diagramu byla kombinace hospodářských politik vhodná pouze ve 33 % případů a dle hospodářského cyklu pouze ve 40 % případů.

Abstract:

This diploma thesis analyzes a coordination of economic policies in connection with public indebtedness in the Czech Republic in the years 2007-2021. The aim of the work is to answer the question to what extent there was coordination of economic policies in the Czech Republic in the years 2007-2021. The theoretical part of the work summarizes the basic concepts and principles of operation related to monetary policy, fiscal policy, their interaction and public indebtedness. In the next row, the development of the crisis years 2007-2008 and 2020-2021 is outlined. The literature review summarizes the current knowledge in this area and presents the results of already conducted studies. The practical part first analyzes the economic development and the main changes in the area of monetary and fiscal policy. Next, it compares the crisis of 2008 with the crisis of 2020. It also analyzes public indebtedness and compliance with the fiscal rules to which the Czech Republic has committed itself. The final analysis evaluates the appropriateness of setting both policies according to the Swan diagram and considering the position of the economy in the economic cycle. The results of the analysis show that, according to Swan's diagram, the combination of economic policies was appropriate only in 33% of cases and according to the economic cycle in only 40% of cases.
