Active Reserves and their role in national security of the Czech Republic

Abstract:

Tato diplomová práce se zaměřuje na výcvik jednotek aktivní zálohy při Krajských vojenských velitelství, konkrétně se zaměřuje na porovnání tří konkrétních jednotek zejména jejich vycvičenosti. Následně jsou porovnány požadavky, kterých mají tyto jednotky dosahovat a to jak národní bezpečnostní požadavky, tak standardizované požadavky, které ukládá nadřízený prvek Sekce plánování schopností Ministerstva obrany. Hlavním cílem této práce je návrh na zvýšení účelnosti přípravy aktivní zálohy, aby bylo dosaženo deklarovaných standardů a zároveň národních bezpečnostních požadavků. Z teoretického hlediska práce vychází z teorie Kodaňské školy a z metodologického hlediska byl využit design případové studie, konkrétně komparativní metody spolu s analýzou interních dokumentů. Výzkumná otázka zní: Jakým způsobem můžeme zvýšit účelnost přípravy aktivních záloh, aby bylo dosaženo deklarovaných standardů a současně i požadovaných národních bezpečnostních potřeb ČR? Výzkumné šetření poukázalo na šestnáct doporučení, které je třeba aplikovat, aby byly požadované standardy a bezpečnostní potřeby lépe naplněny. Jedná se zejména o metodičtější vedení ze strany nadřízených prvků, lepší rozložení časové dotace určenou pro výcvik, ustanovení místo tříletého výcvikového cyklu cyklus pětiletý se zaměřením na důkladný výcvik velitelského sboru s využitím partnerských útvarů a výcvikových center, výcvik jednotlivce a specialisty, družstva, čety a roty, se zaměřením na důkladnou střeleckou a taktickou přípravu. Dále pak zvláštní pozornost novým členům, výcviku na ODOS a komplexním polním výcvikům.

Abstract:

This diploma thesis focuses on the training of active reserve units at regional military headquarters. Specifically, it focuses on the comparison of three specific units, especially their training. Subsequently, the requirements to be met by these units are compared, both national security requirements and standardized requirements imposed by the superior element of the Capability Planning Section of the Ministry of Defense. The main goal of this work is a proposal to increase the effectiveness of the preparation of active backup in order to achieve the declared standards and national security requirements. From the theoretical point of view, the work is based on the theory of the Copenhagen school and from the methodological point of view, the design of a case study was used, specifically the comparative method together with the analysis of internal documents. The research question is: How can we increase the effectiveness of the preparation of active reserves in order to achieve the declared standards and at the same time the required national security needs of the Czech Republic? The research pointed to fifteen recommendations that need to be applied in order to better meet the required standards and safety needs. These include: more methodological guidance by superiors, better distribution of the time allowance for training, the establishment of a five-year training cycle instead of a three-year training cycle focusing on thorough command corps training using partner units and training centers, individual and specialist training, teams, platoon and companies, focusing on thorough shooting and tactical training. Furthermore, special attention to new members, object important for the defense of the state training and comprehensive field training.
