Records on Jurisdiction in the Register of Rights and Duties

Abstract:

Cílem této práce je podat jejímu čtenáři základní informaci o systému Základních registrů v obecné části a podrobněji potom ve zvláštní části uvést co je obsahem Registru práv a povinností, který má sloužit jako klíč k přístupům jednotlivých úřadů resp. konkrétních úředníků do ostatních registrů, na základě agend obsahujících informaci o činnostech podle platné právní úpravy. Nastínit možná rizika v celém procesu plnění Registru práv a povinností jednotlivými agendami a rizika spojená s užíváním resp. neužíváním Základních registrů ze strany orgánů veřejné moci a jejich možná řešení. Při vypracování autor vycházel zejména z aktuální právní úpravy a dále z dokumentů Ministerstva vnitra, které se zabývají tématem Základních registrů.

Abstract:

The aim of this work is to bring its readers the basic information on the system of Basic registers in the general section, and then in more detail in a special section to state what is the content of the Register of Rights and Duties, which should serve as the key to the approaches of individual authorities or special officers to the other registers on the basis of agendas containing information on the activities according to valid legislation. Outline potential risks throughout the whole process of filling The Register of Rights and Duties by the individual agendas and risks associated with the use, respectively unused of Basic registers by the public authorities and their possible solutions. In developing the author was based mainly on current legislation and the documents of the Ministry of Interior, which deal with the topic of Basic registers.
