The Influence of the Diaspora on the Statebuilding Process in a Post-conflict Enviroment in Kosovo

Abstract:

Cílem předkládané práce je hlouběji prozkoumat, jak ovlivňuje početná kosovo-albánská diaspora jako skupina udržující významné aktivní vztahy s domovskou zemí a pravidelně se vracející do Kosova jako své domovské země, průběh procesu budování státu v podmínkách poválečné rekonstrukce. Text se zabývá vztahy mezi diasporou z perspektivy mikroúrovně dění ve státu. Takový přístup (bottom up) umožňuje zohledňovat jak socializace a jednotlivé rysy společensky udržované identity, včetně rozdílných sociálních rolí členů diaspory v rámci komunity na mikroúrovni, ovlivňuje rigidní povahou přenášených kulturních pravidel fungování státu také na makroúrovni – nejvyšší politické rovině národního a mezinárodního dění. Pochopení identity a politicky rámovaných kulturních a osobních hodnot ukotvených v komunitou sdíleném etnosymbolickém pohledu, jak je představen Anthony D. Smithem, bez ohledu na místo trvalého pobytu, pomáhá porozumět přetrvávajícím překážkám rozvoje Kosova. Pro uchopení procesu budování státu využívá práce konceptualizaci Barryho Buzana, který pokládá fyzickou, institucionální a ideovou složku státu za nenahraditelnou pro jeho existenci. Poslední zmiňovaná charakterem abstraktní ideová část zahrnující implicitní konsenzus o charakteru budované společnosti umožňuje členům rozlišovat mezi politickými komunitami a kriticky ovlivňuje, jak se může daná komunita rozvíjet, jelikož zásadně určuje nasměrování společenského prostředí a jeho přístupnost k novým myšlenkám a vlivům měnícím zaběhnuté zvyky tradičního prostředí.

Abstract:

This work aims to more deeply examine what influence the large diaspora from Kosovo has, as a group that has maintained active relations with the home country and which has regularly returned to Kosovo in the processes of post-conflict reconstruction and state-building after the end of the violent conflict. This text looks at the relationships between the diaspora and the reconstruction of Kosovo from a bottom-up perspective. It takes into consideration how features of socialisation and identity as well as the social roles of diaspora members within the community have impacted everyday decisions made at the individual level, and how rigid social rules have also influenced the highest political levels via culture of the society. Consequently, it is important to develop an understanding of identity-based values and a politically framed culture; these are grounded in ethno-symbolic perceptions as introduced by A.D. Smith. These perceptions are shared among the ethnic community, regardless of the location of their permanent residence; more specifically, these perceptions help us to understand the persisting obstacles to Kosovo’s post-conflict development in building the state. With respect to statebuilding itself, this work takes Barry Buzan’s perspective, as a departure point, which looks at the process of statebuilding as something that includes the physical and, institutional as well as the ideological basis of the state. The last, abstract, part contains an implicit consensus about a given society as such, enables its members to distinguish political communities from each other and also critically influences how a state might develop - because it determines how receptive is the social setting to changes of the existing environment.
