French foreign and security policy after 2015 (terrorism as a political discourse)

Abstract:

Předkládaná práce vychází z hypotézy, že je terorismus ve Francii po roce 2015 sekuritizované téma, tedy že je prezentováno i vnímáno jako existenční hrozba pro francouzský národ, na základě čehož jsou také společností akceptována mimořádná opatření. Hlavním cílem práce je tuto hypotézu potvrdit či vyvrátit skrze analýzu jednotlivých sekuritizačních kroků, tj. (1) přijetí mimořádných opatření a zákonů v boji proti terorismu, která by za normálních okolností nebyla společností akceptována; (2) specifický politický diskurz o tématu terorismu; (3) přijetí tématu terorismu jako existenční hrozby ze strany veřejnosti. Tímto ne tak obvyklým způsobem přístupu k tématu má práce zároveň ambici přinést nové podněty do diskuze. Předkládaným textem se autorka snaží o pojetí terorismu jako diskurzu, jenž se rodí v určitém historicko-politickém kontexte, s určitými charakteristikami a způsoby šíření.

Abstract:

This thesis is based on a hypothesis that terrorism in France is after a year 2015 securitized theme, which means that it's presented and perceived as an existential threat for a French nation and based on these premises the society accepts exceptional measures. The main goal is to confirm or deny this hypothesis via analysis of individual securitization steps: (1) acceptance of exceptional measures and laws concerning the fight against terrorism which would not be accepted under regular circumstances; (2) specific political discourse about a topic of terrorism; (3) acceptance of a topic of terrorism as an existential threat from the society. This form of an attitude towards topic of this thesis is not that common and it has ambition to bring new initiative to the discussion. This thesis tries to present terrorism as a discourse which is born in specific historical-political context with specific characteristics and ways of a spreading.
