Popper's Concept of the Open Society

Abstract:

K. R. Popper obhajuje demokratické zřízení společnosti, které zve otevřenou společností, a odmítá totalitní zřízení společnosti, které zve společností uzavřenou. První část práce popisuje Popperovu kritiku některých filosofických teorií, které inspirovaly moderní uzavřené společnosti – totalitní zřízení. Popper kritizuje především tři filosofické teorie – Platónovu ideální obec, Hegelovo pojetí dějin a státu a Marxovo pojetí společenského vývoje. Druhá část formuluje znaky otevřené společnosti a protikladné znaky společnosti uzavřené. V otevřené společnosti existují demokratické instituce řízené rozumem a kontrolované všemi občany společnosti. Cílem těchto institucí je minimalizace lidského utrpení. V uzavřené společnosti vládne privilegovaná vrstva řízená lidmi, kteří mají výjimečnou schopnost poznat, co je pro ostatní dobré. Tito výjimeční vládci realizují ideál šťastné obce, který ve skutečnosti vede k totalitní společnosti. Třetí část srovnává otevřenou společnost s Dahlovou polyarchickou demokracií a Schumpeterovou kompetitivní demokracií. Otevřená společnost klade mnohem větší důraz na politickou participaci občanů než na úlohu demokratických politických elit.

Abstract:

K. R. Popper defends the democratic constitution of society (called by him Open Society) and rejects the totalitarian constitution of society (called by him Closed Society). The first part of my thesis describes Popper´s critique of some philosophic theories, which inspired the modern closed society – the totalitarian constitution. Popper criticizes mainly three philosophic theories – Plato´s ideal state, Hegel´s concept of state and history, Marx´s concept of social progress. The second part of the work defines attributes of the Open Society and opposite attributes of the Closed Society. In the Open Society there exist the democratic institutions run by reason and controled by all citizens. The goal of these institutions is the minimum of human suffering. In the Closed Society there governs the privileged class controled by people who have the unique ability to know what is good for the other people. These unique overlords realize the idea of fortunate state, but in reality the idea heads to a totalitarian society. The third part of the work compares the Open Society with Dahl´s Polyarchic democracy and with Schumpeter´s Competitive Democracy. The Open Society advertises much more the political participation of citizens than the role of political elites.
