Reform of Tax and Customs Administration

Abstract:

This thesis is dealing with analyze the reform of tax and customs administration. The goal was to point out positive and negative aspects of the UNITAS program and its impact on the functioning of the tax and customs administration in Slovakia in comparison with other countries. The content of the thesis is laid out in four chapters. The first chapter describes the tax and customs administration until 31.12.2011. At the same time this chapter describes the financing of tax and customs administration. The second chapter deals with the current Legislative guarantees for tax and customs administration. It explains the reasons for change and reform. This chapter explains the UNITAS program and analyzes the financing of the tax and customs administration in the present and in the future. The third chapter can be characterized as a theoretical and practical part of the work. It deals with the reform of tax and customs administration abroad, examines the impact of the European Union on tax and customs administration. The fourth chapter is an analysis of the new Tax Code. This chapter also contains a summary of the current state of reforms in tax and customs administration in Slovak Repubic. The result of this thesis is acknowledgement that the reform in a broader viewpoint effects macroeconomic indicators of Slovakia and in narrower terms means changing for both corporate and personal entities as well as for the tax and customs administration themselves. The reform of tax and customs administration in Slovakia is influenced by the reforms already carried out in other European countries.

Abstract:

Diplomová práca sa zaoberá analýzou reformy daňovej a colnej správy. Cieľom práce bolo poukázať na kladné a záporné stránky programu UNITAS a jej vplyv na fungovanie daňovej a colnej správy na Slovensku v porovnaní so zahraničím. Obsah práce je rozvrhnutý do štyroch kapitol. Prvá kapitola charakterizuje daňovú a colnú správu do 31.12.2011. Zároveň sa v tejto kapitole venujeme aj financovaniu daňovej a colnej správy. Druhá kapitola sa venuje súčasnému legislatívnemu zabezpečeniu daňovej a colnej správy. Vysvetľuje zmeny a dôvody reformy. Táto kapitola sa venuje vysvetleniu programu UNITAS a financovaniu daňovej a colnej správy v súčasnosti a do budúcna. Tretiu kapitolu môžeme charakterizovať ako teoreticko-praktickú časť práce. Rieši reformu daňovej a colnej správy v zahraničí, skúma vplyv Európskej únie na daňovú a colnú správu. Štvrtá kapitola je analýzou nového Daňového poriadku. Táto kapitola obsahuje aj zhrnutie súčasného stavu reformy daňovej a colnej správy v SR. Výsledkom tejto práce je zistenie, že reforma má zo širokého pohľadu dopad na makroekonomické ukazovatele Slovenska a z užšieho hľadiska znamená zmenu tak pre právnické a fyzické osoby ako aj pre samotné orgány daňovej a colnej správy. Reforma daňovej a colnej správy v SR je ovplyvňovaná už vykonanými reformami v iných krajinách Európy.
