The clash of Russia and USA in military-security sphere in Central Asia: Cases of Uzbekistan and Kyrgyzstan

Abstract:

After the dissolution of USSR, Russia still remains a dominant power in Central Asia. With the start of the military operation Enduring freedom in Afghanistan however, there is a strong increase of US military presence in the region. In course of this development, USA intensively interferes with the regional power politics, which necessarily results in encountering the Russian influence, mainly in military-security sphere. The thesis analyses these encounters in the cases of Uzbekistan and Kyrgyzstan. A theoretical foundation is based on the theory of defensive realism, which expects efforts of Russia and USA to maximize their security in the region. Author of the thesis works with the notion that USA and Russia sees one another as a threat in Central Asia, though their common and major threat remains an unstable Afghanistan. Degree of the instability in Afghanistan directly determines the level of cooperation or confrontation between Russia and USA in military-security sphere in Central Asia.

Abstract:

Rusko aj po rozpade ZSSR zostáva hlavným mocenským aktérom v strednej Ázii. Po začatí vojenskej operácie Trvalá sloboda v Afganistane však dochádza k výraznému nárastu americkej vojenskej prítomnosti v regióne. USA tak intenzívne zasahujú do regionálnej mocenskej politiky, dôsledkom čoho je nevyhnutné stretávanie sa s vplyvom Ruska, najmä vo vojensko-bezpečnostnej oblasti. Práca analyzuje toto stretávanie na prípadoch Uzbekistanu a Kirgizska. Ako teoretické východisko slúži teória defenzívneho realizmu, podľa ktorej možno predpokladať snahu Ruska a USA maximalizovať svoju bezpečnosť v regióne. Autor pracuje s domnienkou, že USA a Rusko sa navzájom vnímajú ako hrozbu v strednej Ázii, ich zdieľanou a prioritnou hrozbou však zostáva nestabilný Afganistan. Miera nestability v Afganistane tak priamo určuje úroveň kooperácie alebo konfrontácie Ruska a USA vo vojensko-bezpečnostnej oblasti v strednej Ázii.
