Abstract:

Tato práce se soustředí na analýzu a porovnání přínosů poskytnuté dotační podporyz Operačního programu Podnikání a inovace 2007 – 2013 a aktuálního Operačního programuPodnikání a inovace pro konkurenceschopnost 2014 – 2020. Hlavním cílem je ověření hypotézy,že je prospěšnost dotačních podpor pro podnikatele v rámci OPPIK ve srovnání s OPPI nižší.Teoretická část práce představuje komplexní strukturu stěžejních programových dokumentů avysvětluje jejich provázanost, definuje základní pojmy a zabývá se také negativními vlivyposkytování dotačních podpor. Praktická část práce nejprve porovnává oba operační programyz hlediska poměru mezi počty předložených a schválených žádostí a také celkové úspěšnostijejich čerpání. Dále obsahuje tři případové studie. První z nich komplexně porovnává obaoperační programy. Druhá studie ukazuje případ pokřivení trhu způsobené nevhodně nastavenoudotační podporou, které vedlo ke krachu prosperujícího podniku. Nakonec třetí studie komplexněukazuje konkrétní příklad procesu od podání žádosti do realizace projektu a možná úskalí, kterána žadatele číhají v podobě nejednoznačně nastavených podmínek. Data pro případové studiez velké části poskytla společnost zabývající se dotačním poradenstvím a díky tomu práceumožňuje zcela konkrétní pohled jednak na porovnání obou operačních programů a dále na ažnepřiměřenou administrativní zátěž. V neposlední řadě se práce zabývá také tématem možnéhonegativního vlivu v jednotlivých oblastech podpory s ohledem na pokřivení trhů a obsahujestručné zhodnocení vlivu dotací na hrubý domácí produkt. Práce může dobře posloužit jakonázorový materiál pro Ministerstvo průmyslu a obchodu jakožto řídícímu orgánu pro možnázlepšení řízení OPPIK.

Abstract:

This thesis focuses on the analysis and comparison of the benefits of the provided subsidies fromthe Operational Program Enterprise and Innovation 2007 - 2013 and the current OperationalProgram Enterprise and Innovation for Competitiveness 2014-2020. The main objective is toverify the hypothesis that the benefit of subsidies for entrepreneurs is lower in OPEIK than inOPEI. The theoretical part of the thesis presents a complex structure of the core programdocuments and explains their interconnection, defines the necessary basic concepts and alsodeals with the negative effects of providing public financial support. The practical part firstlycompares both operational programs in terms of the ratio between the number of submitted andapproved applications and also the overall success rate based on the proposed applications. Italso contains three case studies, the first of them compares similar projects in both operationalprograms comprehensively. The second study reveals a market distortion caused by improperlyset subsidy support, which has led to the collapse of a well working business. Finally, the thirdstudy comprehensively demonstrates a specific example of a process from submitting anapplication to project implementation and accured problems based on the ambiguously set rulesfor applicants. Data for case studies was largely provided by a subsidy consulting company, andas a result, the work allowed to provide a very specific view of the comparison of the twooperational programs and the disproportionate administrative burdens. Last but not least, thethesis also deals with the topic of possible negative impact in individual areas of support withregard to market distortion and includes a brief assessment of the impact of subsidies on grossdomestic product. The work may well serve as a opinion material for the Ministry of Industryand Trade as the Managing Authority for the possible improvement of OPPIK management.
