Creation of an interactive form of a spatial plan in a digital form easy accessible for a wider audience

Abstract:

Tato diplomová práce se zabývá interaktivitou územního plánu a možností jeho zpřístupnění veřejnosti vhodnou formou. Jedná se o zpracování návrhu územního plánu k danému datu v nejnovější stanovené metodice a platné legislativě před rekodifikací stavebního zákona. V rámci práce teoretická část popisuje vývoj stavu přístupů k tvorbě územního plánu, pokusy o jeho standardizaci a porovnání vybraných programů. Praktickou částí práce je vytvoření návrhu územního plánu, který je následně rozšířen o interaktivitu v podobě zobrazení informací z jednotlivých vrstev a propojení s textovou částí. Druhým rozšířením je zisk informací z územního plánu pro parcely katastru nemovitostí, které jako první varianta jsou zpřístupněny veřejnosti pomocí ArcGIS Online. Dále je zde nastíněna možnost vybraných prvků v 3D a jejich využití v územním plánování. Hlavním výsledkem práce je možnost rozšíření standardního zpracování územního plánu o interaktivitu pro veřejnost, dostupnost daného řešení a vybrané 3D prvky, které by se v budoucnu mohli zpracovávat.

Abstract:

This diploma thesis focuses on the interactivity of the local plan and the possibility of making it accessible to the public in a suitable form. This involves the elaboration of a draft local plan as of the given date in the latest established methodology and valid legislation before the recodification of the Building law. The theoretical part describes the development of the state of approaches to the creation of a local plan, attempts to standardize it and compare selected programs. The practical part of the work is the creation of a draft local plan, which is then extended by interactivity in the form of displaying information from individual layers and linking with the text part. The second extension is the acquisition of information from the local plan for real estate cadastre parcels, which as a first option are made available to the public via ArcGIS Online. Furthermore, the possibility of selected elements in 3D and their use in local planning is outlined. The main result of the work is the possibility of extending the standard processing of the local plan with interactivity for the public, the availability of the solution and selected 3D elements that could be processed in the future.
