Inter-municipal cooperation in peripheral areas: the case of Bruntál region

Abstract:

Diplomová práce zkoumá meziobecní spolupráci v postsocialistickém prostoru na příkladu periferního okresu Bruntál na severovýchodě České republiky. Důraz je kladen hlavně na realizaci spolupráce skrze různé organizačně-právní formy. Cílem je popsat současný stav a specifika zdejší meziobecní spolupráce a identifikovat jednak úspěšné strategie, ale také bariéry spolupráce. Pro výzkum byly využity semi-strukturované rozhovory se zástupci obcí a také informace o meziobecní spolupráci na webových stránkách obcí, místních akčních skupin a dobrovolných svazků obcí. Bylo zjištěno, že obce na Bruntálsku mezi sebou sdílejí příklady dobré praxe, úspěšně získávají finance z různých externích zdrojů a efektivně využívají společné manažery v rámci dobrovolných svazků obcí, zatímco se potýkají s osobními spory převážně v otázce financí. Na základě diskuse výsledků s literaturou bylo navrženo řešení některých bariér spolupráce. Příklady úspěšných strategií mohou sloužit jako inspirace pro meziobecní spolupráci v dalších regionech.

Abstract:

The thesis examines inter-municipal cooperation in the post-socialist space on the example of the peripheral district of Bruntál in the northeast of the Czech Republic. Emphasis is placed mainly on the implementation of cooperation through various organizational and legal forms. The aim is to describe the current state and specifics of local inter-municipal cooperation and to identify both successful strategies and barriers to cooperation. Semi-structured interviews with representatives of municipalities were used for the research, as well as information about inter-municipal cooperation on the websites of municipalities, local action groups and voluntary municipality associations. It was found that municipalities in the Bruntál region share examples of good practice, successfully obtain funding from various external sources and effectively use joint managers within voluntary associations of municipalities while they face personal disputes mainly on the issue of finance. Based on the discussion of the results with the literature, a solution of some barriers to cooperation was proposed. Examples of successful strategies can serve as inspiration for inter-municipal cooperation in other regions.
