The EU Policy and its Approach to Tackling Climate Change

Abstract:

Cílem této práce je zhodnocení dosavadního přístupu EU ke globálnímu oteplování a analýza současné politiky na úrovni EU v této oblasti. Práce se zaměří především na úlohu Unie jako celku v oblasti aktivit týkajících se globálního oteplování v rámci politiky ochrany životního prostředí, v jejím rámci budou analyzovány taktéž přístupy jednotlivých členských zemí k politice na úrovni EU v této oblasti. Součástí práce bude taktéž analýza aktuálních otázek spadajících do dané problematiky, do které bude například začleněn i energeticko-klimatický balíček. Práce se bude zabývat nejen dopady směrnic, restrikcí a omezení EU na unijní země, ale i problematikou implementace těchto pramenů práva. Následovat bude kapitola věnovaná free market environmentalismu, kde autor kromě otázky limitů emisí skleníkových plynů v atmosféře zmíní i další přijímaná opatření, regulující využívání neobnovitelných zdrojů. V této části budou analyzovány i spory EK s jednotlivými subjekty práva v dané oblasti. Při práci se získanými údaji bude uplatněna kvantitativní a analytická metoda. Do tohoto úseku práce bude začleněna podkapitola věnovaná finančním zdrojům udržitelné energetiky a otázka spolufinancování příslušných aktivit spadajících do politiky životního prostředí přímo z rozpočtu EU. V následující kapitole, věnované globálnímu přístupu ke změnám klimatu, bude pro vymezení postoje EU versus USA užita politologická metoda komparativní analýzy.Díky historicko-empirické syntéze příslušných pramenů, student vyzdvihne možné nepřímé dopady evropské politiky ve snaze eliminovat globální oteplování. Další aplikovanou metodou bude obsahová analýza dostupných dokumentů, díky které budou nalezeny a definovány mechanismy a nástroje, jakými chce EU ovlivnit tuto část politiky ochrany životního prostředí.V práci budou díky užití deduktivní metody nastíněny i možné alternativy budoucího vývoje evropské politiky v této oblasti.

Abstract:

The aims of this work are evaluation of current EU approach to global warming and analyze EU policy in this sphere. Work will primarily focus on the role of the EU especially in the activities relating to global warming. Bachelor thesis also analyzed the approaches of individual member’s states to EU climate policy. Part of the work will also include current issues which will be incorporated as well as energy-climate package. Work will not only address the impact of directives, restrictions and limitations on countries of the Union, but also the problems of implementation of these law sources. The following chapter on free market environmentalism will deal with the limits of greenhouse gases in the atmosphere and there will be also mention of other measures that regulate the use of non-renewable resources. This section will analyze the spores of EU law with individual actors in this sphere. Author will be applied quantitative and analytical method on working with data. In this section the work will be incorporated subchapter devoted to finance sustainable energy and the issue of financing the activities covered by the environment policy directly from the EU budget. In the next chapter will be define the position of the EU versus the U.S. there will be used political method of comparative analysis. Due to historical-empirical synthesis of the sources, the student can highlight the indirect effects of European policy in an effort to eliminate global warming. Another method used is content analysis of available documents that defined the mechanisms and instruments, such as the EU wants to influence this part of environmental policy. In the work will be use deductive methods and outlined possible options for future development of climate European policy.
