The Internally Dispaced Persons within the Post-Conflict Societies. The Case-study of Georgia and Azerbaijan

Abstract:

Práce se zabývá problematikou vnitřního vysídlení způsobeného průběhem ozbrojeného konfliktu na území státu. Snahou autora je poskytnout stručný vhled do problematiky vnitřního vysídlení a na základě komparativní studie představit a porovnat národní přístupy Ázerbájdžánu a Gruzie k vnitřně vysídleným občanům. Práce využívá hodnotících kritérií dokumentu Framework for National Responsibility, který byl vytvořen na základě mezinárodně přijímaných principů ochrany vnitřně vysídlených osob Guiding Principles on Internal Displacement, pro studium souladu přijatých národních opatření zkoumaných zemí s mezinárodně podporovanými postupy. Závěr práce poskytuje jednak zhodnocení gruzínského, respektive ázerbájdžánského, přístupu k vnitřně vysídlené komunitě na základě kritérií Framework forn National Responsibility a dále se pokouší o obecné posouzení vhodnosti a limitů aplikace hodnotících kritérií na problematiku naplňování státní odpovědnosti vůči vnitřně vysídlené skupině obyvatel.

Abstract:

The main objectives of the thesis „The Internally Dispaced Persons within the Post-Conflict Societies. The Case-study of Georgia and Azerbaijan“ are to describe and analyze contemporary tools for the protection and human rights promoting of the internally displaced persons. Using comparative study the thesis is focused on evaluation of implementation of the Brookings-Bern’s Framework for National Responsibility recommendations which are based on the internationally respected document Guiding Principles on Internal Displacement in post-conflict Azerbaijani and Georgian society. The aim of the research questions is to analyze adopted measures oriented to dealing with IDPs issues by state institutions as well as to evaluate general applicability of the Framework for National Responsibility benchmarks.
