Abstract:

Postupná radikalizace terorismu a nábor členů do řad teroristických organizací se stal jedním z hlavních problémů 21. století na celém světě. Nástroje používané v celkovém boji proti terorismu, stejně jako nástroje používané již proti náboru a radikalizaci se tudíž nachází mezi iniciativami téměř každé vládní agendy. Přestože neexistuje ucelená vládní strategie, která by dokázala eliminovat všechny teroristické hrozby, systematický plán založený na datech dokáže snížit pravděpodobnost vzniku teroristických skupin. Tato diplomová práce je kvalitativní srovnávací studií přístupů a nástrojů používaných v boji proti náboru do teroristických organizací a proti radikalizaci v USA a Ázerbájdžánu. Tato diplomová práce identifikovala 6 různých přístupů a 21 nástrojů. Tyto nástroje a přístupy představovaly nezávislé proměnné, které určovaly závislou proměnnou, která bojovala proti náboru a radikalizaci terorismu. Výsledky analýzy naznačují, že ačkoli mají oba národy v úmyslu bojovat proti náboru a terorismu, USA mají silnější operativní a právní nástroje a přístupy než Ázerbajdžán. S ohledem na tato zjištění nabízí výzkum několik doporučení k posílení národního úsilí a navrhuje další relevantní cesty výzkumu. Shromážděné informace jsou důležité pro další postupy a informovaný odborný základ politologů, vědců i veřejnosti. Vzdělávání konkrétních ohrožených skupin pomůže vyřešit konkrétní potřeby osob ohrožených radikalizací a náborem a současně identifikovat a předcházet podobným událostem v budoucnosti. Zatímco studie poskytuje potřebné znalosti o náboru a radikalizaci, existuje velké množství akademického výzkumu, který by lépe informoval o takovém dynamickém problému.

Abstract:

Terrorism recruitment and radicalization has become one of the major problems in the 21st century around the world, hence approaches and tools used to counter terrorism recruitment and radicalization are initiatives in almost every government agenda. There is no single government strategy that can ultimately eliminate all terrorist threats, but a well reasoned plan, with concerted efforts can easily mitigate the likelihood of the formation of terrorists groups. This diploma thesis was shaped by a comparative design, with the chosen entities being the USA and Azerbaijan in relation to the approaches and tools used to counter terrorism recruitment and radicalization. The research method that was used was qualitative. The thesis identified 6 different approaches and 21 tools which represented the independent variables which determined the dependent variable which was countering terrorism recruitment and radicalization. The results of the analysis prove that although both nations are intent in combating recruitment and terrorism, the US has stronger operational and legal tools and approaches than Azerbaijan. In view of the findings, the research offers several recommendations to strengthen the nation’s efforts, while proposing further relevant research avenues. The information gathered will be of interest to policymakers, researchers and scholars, including the public who will base their arguments in regard to terrorism recruitment and radicalization. Educating these groups will help them in addressing the needs of those vulnerable to radicalization and recruitment, while identifying and preventing similar occurrences in the future. While the study provides the needed understanding about recruitment and radicalization, there is a great deal of academic research to inform better understanding of such a dynamic issue.
