Some Changes in the Insurance Against Natural Calamities That Occurred in the Czech Republic as a Consequence of Disastrous Flooding

Abstract:

Téma Změny v živelním pojištění pojistitelů ČR v důsledku katastrofických povodní jsem si vybral ze dvou hlavních důvodů: zaprvé toto téma nabízí řadu problémů k řešení, a proto zasluhuje naši pozornost a zadruhé se domnívám, že je i využitelné v praxi. Otázka změn v oblasti živelního pojištění pojistitelů ČR, zvláště pak pojištění proti povodním a záplavám, je v současné době velmi diskutovaná. Souvisí to především se dvěma katastrofickými událostmi v roce 1997 a 2002, které postihly rozsáhlá území Čech a Moravy. Tyto povodně přinesly i nutnost změn v přístupu veřejnosti a státu - a samozřejmě i zajišťoven a pojišťoven - k této problematice. Cílem mé bakalářské práce je zmapovat změny, které byly v rámci pojištění povodní a záplav u domácích pojistitelů zaznamenány, vyhodnotit je a zamyslet se i nad případným dalším vývojem v této oblasti. Bakalářská práce je rozdělena do dvou částí, a to na část teoreticko-metodologickou a praktickou. V teoreticko-metodologické části se zabývám definicí povodní a jejich charakteristikou, příčinami jejich vzniku. Dále se v této části věnuji živelnímu pojištění jako takovému, možnostem prevence a minimalizace škod a snažím se zmapovat i některé nové poznatky pojistitelů ČR, zvláště ty vyplývající z povodní v letech 1997 a 2002 . Praktickou část jsem zaměřil na analýzu současného stavu, zejména u konkrétního pojistitele, kterým je Kooperativa pojišťovna, a.s., Vienna Insurance Group. Zabývám se zde i zhodnocením přijatých změn v oblasti pojištění rizik záplavy a povodně u tohoto pojistitele.

Abstract:

I have chosen the theme of “changes in insurance against natural hazards as a consequence of catastrophic flooding” for two reasons: Firstly, I have considered it interesting and deserving attention; secondly, I could see its practical usefulness in insurance policies. In the Czech Republic, the question of changes in insurance against natural hazards, and especially in insurance against flooding, has currently been a widely discussed topic. This is a result of two enormous floods that occurred in this country in 1997 and in 2002. The calamities affected large areas in Bohemia and Moravia. They brought the necessity for the state and its citizens and, of course, for insurance and reinsurance companies in the first place, to reconsider their attitude towards this issue. The aim of my bachelor thesis is to investigate in the sphere of this changed area of insurance – to indicate the changes, to evaluate them and also to attempt a prognosis for possible further development of this field. The thesis is divided in two sections: there is a theoretical and a practical one. In the theoretical and methodical part I am providing a definition of “floods”, their characteristics and possible causes of such disastrous events. Then there is also a section on insurance against natural hazards in general, where I am, besides other, talking about prevention of such accidents and minimizing their damage. In addition to that, I am trying to map the recent findings in Czech insurers, which mostly spring from their unpleasant experiences of 1997 and 2002. The practical part of my thesis is dedicated to my critical analysis of the present situation in insurance policies, mainly in a concrete insurer which is Kooperativa a.s. Vienna Insurance Group. There you can find my evaluation of the changes that have taken place in the field of insuring the risks of floods within this company.
