Motivations of state policies towards nuclear armament / disarmament

Abstract:

Hlavním cílem diplomové stručně práce je snaha zdokumentovat motivace politik vybraných států k získání či vzdání se necivilního jaderného programu, respektive jaderných zbraní, a to analyzováním jich skrze nadefinované teorie, zabývající se proliferační problematikou. V práci vymezuji tři skupiny států jaderný klub; země, které nepřistoupily k NPT a vlastní jaderné zbraně; a skupinu států, jež se dobrovolně jaderného arzenálu vzdaly. V rámci těchto skupin jsem stručně představila historický vývoj jaderného programu v jednotlivých zemích a následně jsem vybrala země, u kterých jsem v praktické části zkoumala motivace k proliferaci. Stěžejní teorií práce je neorealistická koncepce Kennetha Neala Waltze, skrze kterou, jak v práci postupně dokazuji, lze do značné míry objasnit proliferační rozhodnutí převážné většiny, ne-li všech států, čímž v práci dokazuji stálou relevanci této koncepce. Ovšem kvůli multikauzalitě faktorů ovlivňujících proliferační rozhodnutí, se práce snaží zprostředkovat vysvětlení proliferace i skrze další proliferační teorie, a tím přidat další úhly pohledu na danou problematiku. V praktické části, věnující se analýze motivací proliferačních rozhodnutí, jsou za skupinu jaderného klubu analyzovány USA a SSSR; za skupinu zemí, vlastnících jaderné zbraně a nepřistoupivších k NPT, jsou analyzovány Indie a Pákistán, a za skupinu zemí, jež se jaderného arzenálu vzdaly, jsou analyzována neproliferační rozhodnutí Ukrajiny. Dále je součástí praktické práce představení NPT, jako páteře mezinárodního režimu nešíření jaderných zbraní. V závěru práce jsou porovnány proliferační motivace vybraných zemí v rámci nadefinovaných skupin se zaměřením na podobnosti či případné odlišnosti. Rovněž je v závěru zhodnocen význam mezinárodního režimu nešíření jaderných zbraní a nastíněny jeho možné budoucí slabiny.

Abstract:

The main purpose of this thesis is to document the motivations of the policies of selected states to acquire or waiver of non-civil nuclear program or nuclear weapons, by analyzing them through defined theories, dealing with proliferation issues. The thesis identifies three groups of states - the nuclear club; countries that have not acceded to the NPT and have nuclear weapons; a group of countries that voluntarily renounced nuclear arsenal. Within these groups, I briefly introduced the historical development of nuclear programs in various countries and then I chose countries in which I examined the motivations for proliferation in the practical part of the thesis. The core theory of this thesis is the neorealist concept of Kenneth Neal Waltz, through which, as I gradually prove in the thesis, can largely be explained the proliferative decisions of vast majority of the states, if not all of them, thus making the concept still relevant. However, due to the multi-causality of the factors influencing the proliferative decisions, the thesis tries to mediate an explanation of the proliferation by other theories, and thus adds additional perspectives on the issue. In the practical part, dedicated to the analysis of motivations of the proliferative decisions, are for the group of the nuclear club analyzed the US and the USSR; for the group of countries possessing nuclear weapons and not acceding to the NPT are analyzed India and Pakistan, and for the group of countries that renounced nuclear arsenal, are analyzed non-proliferative decisions of Ukraine. In the other part of the thesis there is a brief introduction of the NPT, as the backbone of the international nuclear non-proliferation regime. In the conclusion there are compared the proliferative motivations in selected countries within defined groups focusing on similarities and possible differences. Also at the end it evaluates the importance of the international non-proliferation regime and outlined its possible future weaknesses.
