Influence of the Monument Preservation on the Cost-Effectiveness of Repairs of Cultural Monuments - an Example of the Diocese of Litomerice

Abstract:

Práce se zabývá nákladovostí oprav kulturních památek v České republice, a to na konkrétním příkladu litoměřické diecéze. Po základním pojednání o památkové péči a bližším vymezení zkoumané problematiky jsou ukázány konkrétní příklady oprav kulturních památek se zaměřením na nároky a požadavky památkové péče a zároveň identifikovány druhy nákladů souvisejících s tím, že je objekt nebo předmět zapsanou kulturní památkou. Hlavním podkladem pro zkoumání jsou shromážděné rozpočty konkrétních oprav. Práce ukazuje, že je péče o památky nákladná a dlouhodobě ze strany státu podfinancovaná a že je možné stanovit a vyčíslit památkové vícenáklady vznikající jak na straně vlastníka, tak orgánů státní památkové péče, což by mohlo vést k efektivnějšímu vynakládání financí na opravy a restaurování.

Abstract:

The work deals with the expenses of repairs of cultural monuments in the Czech Republic, on the specific example of the Diocese of Litoměřice. After a basic treatise on the preservation of monuments and a closer defining of examined issues specific examples of cultural monuments reconstructions, focusing on the needs and demands of monument preservation and at the same time identifying the types of costs associated with the fact that the object or subject is a registered cultural monument, are shown. The main resources for examining are the collected budgets of concrete reconstructions. The work shows that a monument care is expensive and long-term underfunded by the state and that it is possible to determine and quantify the additional costs arising from the monument preservation of both the owner and the state heritage care bodies, which could lead to more efficient reconstruction and restoration financing.
