Evaluation and Emergency Plan for an Accident of a Tanker with Dangerous Substance

Abstract:

Předkládána práce se zabývá problematikou přepravy nebezpečných látek v silničním pro-vozu, posouzením možných rizik a příčin havárií vozidel přepravující nebezpečné látky a činností složek Integrovaného záchranného systému (dále jen IZS) při společném zásahu u těchto havárií. Teoretická část je věnována analýze současné platné legislativy upravující přepravu nebezpečných látek, vysvětlení základních pojmů, stručné charakteristice vozidel včetně jejich označení a popisu možných rizik při přepravně nebezpečných látek. Praktická část je zaměřena na analýzu a vyhodnocení dopravních nehod vozidel, dále seznamuje čte-náře s hlavní úlohou složek IZS při společném zásahu v případě havárie vozidla spojené s únikem látky do okolí, na kterou navazuje fiktivní případová studie havárie cisternového vozidla, situovaná do konkrétního místa a graficky znázorněna pomocí simulace v progra-mu TEREX, na níž je představena konkrétní činnost jednotlivých složek IZS. Zamýšleným cílem práce bylo zejména poukázat na problematiku silniční přepravy nebezpečných látek, vyhodnotit možná rizika a problémy, se kterými by se mohli zasahující složky IZS na místě zásahu havárie vozidla setkat, a navrhnout možná opatření k eliminaci rizik a optimalizaci činnosti složek IZS na místě zásahu.

Abstract:

The submitted dissertation discusses the problematic of transportation of dangerous sub-stances by road. It analyzes the possible risks and causes of accidents of vehicles transport-ing dangerous substances, and the steps taken by the Integrated rescue network (hereafter as the IZS) when intervening during these causalities. The theoretical part is dedicated to the analysis of the current valid legislation concerning the transportation of dangerous sub-stances, explanation of the basic terminology, brief description of the types of vehicles as well as their specifications and possible risks when transporting dangerous substances. The practical part aims to analyze and assess road accidents of vehicles, to introduce readers to the principle tasks of the IZS when providing aid during a causality of a vehicle when this includes the escape of this substance into the atmosphere. Following on from this is a fic-tive case study of an accident involving a vehicle, situated at a specific place and graphical-ly represented via a simulation in the program TEREX, where the specific actions of the individual sectors of the IZS is indicated. The intended outcome of this work is principally to draw attention to the problematic of transporting dangerous substances by road, to assess the possible risks and problems encountered by the IZS at the site of an accident involving a vehicle, and to suggest possible measures to be implemented in order to eliminate risk and optimize the work of the IZS during an intervention.
