Ex - ante Conditionalities for the EU funds

Abstract:

Práce se věnuje předběžným podmínkám jako zcela novému nástroji, který začala využívat Evropská unie vůči svým členským státům v zájmu zvýšení účinnosti a efektivnosti svých finančních intervencí. Základem tohoto inovativního přístupu jsou zkušenosti mezinárodních institucí mimo EU, zároveň ale také zkušenosti evropských států související s podmínkami svých zakládajících smluv. Situací, která tento přístup umožňuje, je reforma regionální politiky EU a s tím souvisejících strategických dokumentů. Téma je zpracováno z pohledu legislativní podpory, analýzy průběhu a nastavení předběžných podmínek a studie několika vybraných případů. Toto vše je aplikováno na situaci v České republice a hlavní zodpovědný orgán za řešení těchto podmínek, kterým je Ministerstvo pro místní rozvoj. Práce ve svém náhledu na věc představuje jeden z názorů na to, zda aplikace těchto podmínek opravdu přispěje k efektivnější možnosti čerpat evropské dotace a odůvodní nutnost vstupu jediného koordinačního orgánu do tohoto procesu na úrovni ČR.

Abstract:

This thesis is a cross-sectional examination of ex-ante conditionalities as a completely new tool, which the European Union began using with its Member States in order to increase efficiency and effectiveness in its financial interventions. This innovative approach is based on experience from international organisations outside of the EU as well as the experience of European countries relating to conditions of their establishing treaties. It is reform of EU regional policy and of related strategic documents that has enabled this approach. The topic is approached from the perspective of legislative support, analysis of the course and setting of ex-ante conditionalities and examination of several selected case studies. All of these aspects are applied to the situation in the Czech Republic and the key body responsible for addressing these conditionalities, which is the Ministry of Regional Development. This paper, with its perspective on the matter, provides an opinion on whether application of these conditionalities truly contributes to more effective ways of drawing on EU subsidies and justifies the need to introduce a single coordination body into the process at the Czech Republic level
