The Use of Russian Soft Power in Baltics and the Factor of Russian-speaking Minorities (Case Study of Estonia)

Abstract:

Cílem této práce je určit, zda (1) lze ruskou soft power konceptualizovat pomocí Nyeho konceptu soft power a (2) jaká je pak situace v Estonsku z hlediska uplatňování ruské soft power, jejích zdrojů a nástrojů relevantními aktéry s ohledem na tamní rusofonní menšiny s důrazem na období po opětovném nástupu V.V.Putina do úřadu ruského prezidenta v roce 2012. Konceptualizace termínu soft power vychází, jak již bylo zmíněno, z prací Josepha Nyeho. Fenomén soft power bude analyzován v rámci tří dimenzí: kultury, interní politiky státu a jeho hodnot a zahraniční politiky státu. Diplomová práce bude zpracována formou kvalitativní obsahové analýzy oficiálních dokumentů relevantních aktérů ruské zahraniční politiky, Ruské pravoslavné církve a ruských nevládních organizací v časovém rozmezí od roku 2012 do září roku 2015 v rámci instrumentální případové studie Estonské republiky.

Abstract:

The goal of this thesis is to determinate, if (1) it is possible to conceptualise the Russian soft power by using the Nye’s concept of soft power, and (2) how the situation looks like in Estonia with respect to use of Russian soft power, its sources and tools by relevant actors in view of Russian-speaking minority fact with the emphasis on the time period after the return of V. V. Putin to the post of Russian president in 2012. The conceptualization of the term soft power is based on works of Joseph Nye. Phenomenon soft power will be analyzed in framework of three dimensions: culture, state domestic policy and its values and state foreign policy . The thesis will be elaborated as the qualitative content analysis of official documents published by relevant actors of Russian foreign policy, Russian Orthodox Church and Russian non-governmental organizations between 2012 to September 2015 in the framework of the instrumental case study of Estonian Republic.
