Abstract:

Tato diplomová práce se zabývá působností územních samosprávných celků na poli zajišťování nezbytných dodávek léků a zdravotnických prostředků. Teoretická část práce vymezuje základní pojmy týkající se veřejné správy a samosprávy. Uvádí historický původ a vývoj samosprávných celků na českém území. Vymezuje pojem obec a popisuje její orgány, jakožto základní prvek samosprávy. Teoretická část práce dále zahrnuje vymezení pojmů léčivo a zdravotnický prostředek a úkoly orgánů veřejné správy při kontrole výroby a distribuce těchto přípravků a prostředků. Zároveň zmiňuje situace při nichž reálně hrozí narušení dodávek těchto nenahraditelných produktů farmaceutického průmyslu a instituce pověřené řešením nastalých krizových situací. Prakticky se tak náplň práce přímo dotýká problematiky integrovaného záchranného systému, krizového řízení a širokého spektra mimořádných událostí, které mohou způsobit regionální i krajský nedostatek léčiv a zdravotnických prostředků. Problematika je rozdělena na události způsobené vlivem přírodních jevů a na události spojené s činností člověka. Skupina mimořádných událostí přírodního charakteru pojednává o přírodních živlech, které mohou narušit chod kritické infrastruktury České republiky a ohrozit zdraví a životy civilního obyvatelstva, stejně jako majetek a životní prostředí. Skupina událostí, které mají původ v činnosti člověka, popisuje problematiku epidemiologie a terorismu ve vztahu ke zvýšení nemocnosti. Tedy ke stavům spojeným se zvýšenou spotřebou farmaceutických produktů. Praktická část práce analyzuje stávající legislativní dokumenty, které přímo nebo nepřímo upravují působnost orgánů samosprávy a dokumenty upravující nakládání s léčivy a zdravotnickými prostředky. Cílem analýzy je následné vytvoření jednoho rámcového dokumentu určeného územním samosprávným celkům, který má zajistit připravenost na mimořádné události narušující dodávky léků a zdravotnických prostředků. Výzkum byl proveden formou kvantitativního výzkumu, technikou sekundární analýzy dat. Výstupem z diplomové práce je návrh metodického postupu, řešící přípravu samosprávných celků na krizové situace, spojené s nedostatkem léčiv a zdravotnických prostředků a postup jejich řešení. Tato diplomová práce může sloužit jako studijní materiál.

Abstract:

This thesis deals with the powers of territorial self-governing units in the sphere of ensuring the necessary supplies of drugs and medical devices. The theoretical part defines the basic concepts related to public administration and self-government. It presents the historical origin and development of self-governing units in the Czech Republic. It defines the concept of community and describes its bodies as a fundamental element of self-government. The theoretical part also includes definitions of the concepts of drug and medical device and the tasks of public authorities in controlling production and distribution of these products and device. It also mentions situations where there is a real danger of disruption of these irreplaceable pharmaceutical products and institutions responsible for dealing with crisis situations which may occur. Practically, the content of the thesis is directly related to the issue of the integrated rescue system, crisis management and a wide range of emergencies that may cause regional shortages of medicines and medical devices. The issues is divided into emergencies caused by natural phenomena and emergencies associated with human activities. The group of emergencies of a natural charakter deals with the natural elements that can disrupt the operation of the critical infrastructure of the Czech Republic and endanger the health and lives of civilians, as well as property and the environment. The group of emergencies which have their origin in human activities describes epidemiology and terrorism issues in relation to an increase in morbidity. Thus, the states associated with the increased consumption of pharmaceutical products. The practical part analyzes the current legislative documents that directly or indirectly regulate the powers of self-governing authorities and the documents adjusting the handling of drugs and medical devices. The objective of analysis is the subsequent creation of a framework document for territorial self-governing units to ensure preparedness for emergencies disrupting the supplies of drugs and medical devices. The research was conducted through a quantitative research, secondary data analysis technicque. The outcome of this thesis is a methodological approach for territorial self-governing units to prepare for crisis situations related to lack of medicines and medical device and procedure solutions. This thesis can be used as study material.
