Panda Diplomacy

Abstract:

Panda jako symbol měkké moci a jako jeden z nástrojů veřejné diplomacie světové mocnosti. Toto spojení bylo tématem předkládané diplomové práce, která se věnovala pandí diplomacii. Práce je analýzou 15 států, které získaly pandu během tzv. třetí fáze pandí diplomacie (tedy od roku 1995 do současnosti). Kladla si 4 výzkumné otázky: 1) Jaké byly nejčastější důvody, které vedly k zapůjčení pandy velké? 2) Je získání pandy spojeno s novými ekonomickými příležitostmi? 3) Jaké byly reakce na vyjednávání a také získání pandy velké ze strany přijímací veřejnosti a politických aktérů? 4) Je panda velká nástrojem měkké síly a veřejné diplomacie ČLR? V průběhu analytické části bylo potvrzeno, že panda je symbolem měkké moci a je velice efektivně využívána k šíření vlivu ČLR v zahraničí. Také bylo proukázáno, že pandy jsou zapůjčovány do 2 typů zemí - strategičtí partneři a ekonomicky perspektivní státy. Téměř ve všech případech se ukázalo, že panda přišla ve stejnou dobu jako byly podepsány důležité obchodní dohody. Panda byla také označena za symbol přátelství, dobrých vztahů či ambasadora míru. Na základě diplomové práce tak lze konstatovat, že Čína využívá pandy jako nástroj veřejné diplomacie ve snaze ovlivnění vnímání o ČLR v zahraničí a jako symbol ekonomické spolupráce.

Abstract:

The presented work was devoted to the use of panda as a tool of public diplomacy and soft power by the People's Republic of China. Thesis is a comparative analysis of 15 cases of panda diplomacy and focuses on the third phase of panda diplomacy (from 1995 to present). The thesis dealed with four research questions: 1) What were the most common reasons for lending a big panda? 2) Is the acquisition of pandas associated with new economic opportunities? 3) What were the reactions to the negotiation and also the acquisition of the giant panda by the receiving public and political actors? 4) Is Giant Panda a tool of chinessee soft power and public diplomacy? During the analytical part it was proved that the panda is used as a political and power tool by the People's Republic of China. The great Panda can be described as a politicized animal that is used to spread the influence and power of the People's Republic of China abroad. In most of the 15 tested cases, I have shown that panda profits are linked to trade agreements. The second reason for lending in the cases tested was the country's strategic importance. Thus, panda can be described as a symbol of close relations between states (as well as political actors do) and as a symbol that is lent to countries by economic agreements. The thesis contained a total of 15 cases of panda diplomacy. In particular, she focused on Australia, Belgium, Finland, France, Indonesia, Japan, South Korea, Canada, Malaysia, Germany, the Netherlands, Singapore, Thailand, Taiwan and the UK. The work was limited in time to the period after 1995.
