Abstract:

Diplomová práce řeší útok aktivního střelce. Cílem je seznámit studenty se strategií "UTÍKEJ - SCHOVEJ SE - BOJUJ", připravit plán cvičení a následně zrealizovat cvičení složek integrovaného záchranného systému České republiky na Fakultě logistiky a krizového řízení při ohrožení aktivním střelcem v souladu s katalogovým souborem - typová činnost složek integrovaného záchranného systému při společném zásahu STČ 14/IZS AMOK - útok aktivního střelce. V teoretické části jsou definovány základní pojmy aktivní střelec, integrovaný záchranný systém, jeho základní složky a měkké cíle. V praktické části jsou popsány činnosti prvosledových hlídek, materiální vybavení a účel jejich vzniku. Stěžejní částí je plán cvičení. K analýze rizik jsou použity analytické metody Check List Analysis (CLA) a z ní vycházející metoda What-if. V závěru je informační leták se strategií "U - S - B".

Abstract:

This diploma thesis deals with the attack of an active shooter. The aim is to familiarize students with the strategy "RUN - HIDE - FIGHT", prepare the training plan and subsequently to implement the training of the Integrated Rescue System of the Czech Republic at the Faculty of Logistics and Crisis Management in the event of an active shooter threat in accordance with the catalogue file - standard activity of the Integrated Rescue System components in a joint intervention STČ 14/IZS AMOK - active shooter attack. The theoretical part defines the basic terms of active shooter, Integrated Rescue System, its basic components and soft targets. The practical part describes the activities of first-line patrols, material equipment and the purpose of their establishment. The core part is the training plan. The Check List Analysis (CLA) and the What-if method based on it are used for risk assessment. Finally, there is an information leaflet with the "R - H - F" strategy.
