Typology of Religious Political Parties in Western Europe

Abstract:

Disertační práce se věnuje typologii religiózních politických stran v západní Evropě. V úvodní části je vymezen pojem religiózní politické strany a to v jejím kvalitativním a kvantitativním rozměru, za pomoci již dříve v politické vědě použitých přístupů. Je také představena část typologie politických stran Larryho Diamonda a Richarda Gunthera, členění politických stran podle Anke Schuster a typologie náboženských pozic Martina Geoffreye. Kombinací přístupů autor dochází k typologii religiózních politických stran zavedením kategorie „konzervativní/ortodoxní“ politické strany, to vydělením typu „konzervativní“, případně „ortodoxní“ strany, která bude de facto zaujímat konzervativní pozice podle Geoffreyovy typologie, a dále zbytkového typu pluralitní „denominační strany“. Co do charakteristiky bychom mohli „ortodoxní“ stranu vymezit tak, že je zcela srozuměna s režimem liberální parlamentní demokracie a neusiluje o jeho změnu směrem k teokracii (v tomto se blíží pluralitním denominačním stranám), ale ve své politické doktríně nehodlá ustoupit v případě římského katolicismu z jeho „tradice“, v případě biblického protestantismu z fundamentalistických stanovisek. V tomto postoji tyto strany zůstávají ortodoxně konzervativní; viděno zvnějšku se tento postoj projeví nejčastěji na jejich stanoviscích v morálně etických otázkách. Autor tedy vymezuje tři typy religiózních politických stran – radikální (fundamentalistické), které otevřeně usilují o přeměnu liberálně demokratických režimů na teokratická zřízení. Konzervativní (ortodoxní), které plně akceptují liberálně demokratické politické režimy, ale do svých politických postojů také plně promítají svou religiózní motivaci a pluralistické religiózní politické strany, které plně akceptují liberálně demokratické politické režimy a náboženství je pro jejich politickou doktrínu nebo program pouze více nebo méně vzdáleným zdrojem inspirace. Typologie byla aplikována na vzorek celkem 11 křesťanských parlamentních stran v katolické Belgii, konfesně smíšeném Nizozemí a Švýcarsku (kalvínská protestantská tradice), a v „luteránském“ Norsku a Švédsku. Katolické strany v Belgii a CDA v Nizozemí byly identifikovány jako pluralitní denominační strany. U belgické strany CDH, která vypustila ze svých dokumentů všechny explicitní odkazy na křesťanskodemokratickou identitu, se autor zamýšlí, zda ji nadále považovat za religiózní stranu. Stejně tak křesťanské politické strany ve Skandinávii autor řadí mezi pluralitní denominační strany, když zároveň identifikuje jejich posun od ortodoxních konzervativních pozic z doby jejich vzniku. V luteránské protestantské tradici je politický aktivismus představovaný těmito stranami nevítaným fenoménem. Ve Švýcarsku jsou zkoumány 4 religiózní parlamentní strany. Švýcarská Federální demokratická unie je typologizována jako ortodoxní. Druhá ortodoxní politická strana ze zkoumaného vzorku je Křesťanská unie v Nizozemí. Do kategorie fundamentalistických stran byla zařazena jediná parlamentní strana z výzkumného vzorku, kterou je The Reformed Political Party - Staatkundig Gereformeerde Partij. Autor dochází k závěru, že míra náboženské rigidity je pouze otázkou intenzity, a nikoliv rozdílné podstaty. Toto tvrzení ukazuje na ideologické blízkosti tří religiózních stran v současném Nizozemí. Tento závěr platí i napříč jednotlivými konfesemi, což auto dokládá na příkladu Švýcarska. Na komparaci pokynů stran pro jednotlivá hlasování je dokladovatelné, že tři denominační pluralitní strany (dvě katolické a jedna protestantská politická stran) hlasovaly v morálně-etických otázkách velmi často společně proti dvěma poli

tickým stranám (katolické a protestantské), které by bylo možné kvalifikovat jako ortodoxní. V závěrečné části práce se autor zabývá anti-systémovostí fundamentalistických politických stran a jejich kompatibilitou s liberální demokracií. Je analyzováno soudní rozhodnutí Evropského soudu pro lidská práva ve věci Staatkundig Gereformeerde Partij proti Nizozemí. Autor má za to, že soud opustil procedurální pojetí demokracie ve prospěch substantivního a uzavírá, že religiózní politické strany představují pro liberální demokracii stále trvající výzvu.

Abstract:

This dissertation is focused on a typology of religious parties in Western European countries. In the introductory part a concept of a religious political party is specified in its qualitative and quantitative dimension by means of approaches having already been used in political science. Also a part of typology of political parties of Larry Diamond and Richard Gunther are presented and with combination of the Anke Schuster´s work it is recommended to use the typology of Martin Geoffrey for the typology of religious political parties. The Diamond and Gunther’s category of religious pluralist denominational political parties is divided into two subcategories on its base. A category of a ‘orthodox‘ party has been established by a separation of a ‘ ‘orthodox‘ party type which will de facto hold conservative positions according to the Geoffrey typology, and a category of residual-type ‘pluralist denominational party‘. Concerning the characteristics, the ‘conservative/orthodox‘party might be defined so it is entirely conspired with the regime of liberal parliamentary democracy and does not seek to change it towards theocracy (here it comes near pluralist denominational parties) but in its political doctrine it does not intend to make concessions in the case of Roman Catholicism to its ‘tradition‘, of Biblical Protestantism to fundamentalist stands. These parties stay orthodox-conservative in those attitudes; seen from the outside, that stance becomes evident mostly in their attitudes to morally ethical questions. Three types of religious political parties are defined – radical (fundamentalist) ones which openly endeavor to transform liberal democratic regimes to a theocratic system, conservative (orthodox) parties which fully accept liberal democratic political establishment but they also fully project their religious motivation into their political attitudes, and pluralistic religious political parties which accept liberal democratic political regimes in full and religion is for their political doctrine or program more or less only a remote source of inspiration. This typology was applied to a sample of 11 Christian parliamentary parties in catholic Belgium, denominationally mixed Netherlands and Switzerland and Lutheran Norway and Sweden. Catholic parties in Belgium and the CDA in the Netherlands were identified as pluralistic denominational parties. The author considers whether the Belgium party CDH should be still regarded as religious, as the party deleted all explicit references to the Christian democratic identity from its documents. Similarly, the author ranks Christian political parties in Scandinavia between pluralistic denominational parties as he identifies the shift from orthodox conservative positions from the time of their formation. In the Lutheran-protestant tradition the political activism represented by these parties is an unwanted phenomenon. Four religious parliamentary parties are examined in Switzerland. Swiss Federal Democratic Union is typologized as orthodox. The second orthodox political party from the research sample is the Christian Union from the Netherlands. The only parliamentary party from the research sample, the Reformed Political Party (Staatkundig Gereformeerde Partij), was included into the category of fundamentalist parties. The author concludes that the degree of religious rigidity is only a question of intensity, not a question of different nature. This argument supports ideological nearness of the three religious parties in the contemporary Netherlands. The author demonstrates on the example of Switzerland that this conclusion applies through different denominations. It is shown from the comparison of instructions of parties for the particular votes that the three denominational pluralist parties (two of them are catholic, one is protestant) voted very often together against the two orthodox political parties (catholic and protestant) in morally ethical matters. Abstract:

n the final part of this dissertation the author deals with anti-system contention of fundamentalist political parties (Sartori, Capoccia) and with their compatibility with liberal democracy. He analyzes the judgment of the European Court of Human Rights in the case of Staatkundig Gereformeerde Partij against the Netherlands. The author concludes that the Court left the procedural concept of democracy in favor of substantive conception. He considers that religious political parties may represent a threat to liberal democracy and ideological challenge too.
