The Evolution of the Accession Process of States joining the EU during the Eastern enlargement to the Schengen area

Abstract:

Práce se zabývá průběhem přistupovacího procesu devíti z členských států EU, které vstoupily do Unie v roce 2004. Práce se snaží analyzovat proces přistoupení jak z hlediska chronologického vývoje, tak i z hlediska vystupování jednotlivých aktérů. Zásadní částí je kapitola věnovaná problematice druhé generace Schengenského informačního systému, která byla s přistupovacím procesem úzce provázána. Důležitou a především nezbytnou součástí tohoto procesu bylo hodnocení, které probíhalo jak před vstupem příslušných zemí do EU prostřednictvím názorů a zpráv Evropské komise, tak v rámci tzv. schengenského hodnocení vedeného Radou Evropské unie. Součástí práce je v neposlední řadě analýza specifik daného rozšíření schengenského prostoru, která spočívala zejména v postojích některých starých členských zemí EU k této vlně rozšíření Schengenu a v dopadech, který měl přistupovací proces států východního rozšíření na jejich vztahy se sousedními zeměmi, jež nejsou součástí Evropské unie, ani schengenského prostoru.

Abstract:

This bachelor work deals with evolution of the accession process of nine of EU member states joining the Union in 2004. The work aims at analysing the accession process chronologically and also as regards positions of all the participants of the process. The work contains separate chapter related to the issue of the second-generation Schengen Information System whose development was highly connected with the accession process. Another chapter of the work addresses evaluation of the countries concerned which took place before their accession to the EU by means of opinions and reports of the European Commission and which then continued through the so-called Schengen evaluation held by the Council of the European Union. The last important part of the work constitutes an analysis of specific feautures of the enlargement of the Schengen area concerned which had the form of positions of certain old EU member states in relation to the Schengen enlargement and impact on relations of the eastern EU member states with their neighbouring countries which are part neither of the European Union nor the Schengen area.
