Solving of the decision problem of the sludge management in the waste-water treatment plant in Přerov

Abstract:

Práce řeší rozhodovací proces s využitím systematické metody řešení rozhodovacích problémů, kdy problémem je nutná změna kalového hospodářství v čistírně odpadních vod Přerov vzhledem ke změně legislativy platné od roku 2023. Východisky pro řešení tohoto rozhodovacího problému jsou analýza legislativy a jejích nedávných změn, analýza možných řešení situace a zmapování současné situace na čistírně odpadních vod Přerov. Data pro provedení rozhodnutí v této práci byla získána ve spolupráci se zaměstnanci zkoumané společnosti a oslovenými experty. Provedeným rozhodovacím procesem byla společnosti doporučena k realizaci varianta zahrnující výstavbu sušárny a spalovny kalů společně s biomasou ve formě štěpky. V práci je zároveň zkoumána možnost snížení investičních nákladů prostřednictvím dotace a jsou uvedeny povinnosti, které s sebou přijetí dotace přináší.

Abstract:

This thesis solves the decision-making process by the systematic decision-making method. The problem is the necessity of change of sludge management at the waste-water treatment plant in Přerov due to the change of legislation valid since 2023. The starting point for solving this decision problem is the analysis of legislation and its recent changes, analysis of possible solutions to the situation and mapping the current situation at the waste-water treatment plant in Přerov. Data for the decision making in this thesis were obtained in cooperation with the employees of the surveyed company and the addressed experts. Based on the decision-making process, the company was advised to implement a solution involving the construction of a drier and incinerator of sludge together with biomass in the form of wood chips. The thesis also examines the possibility of reducing investment costs by subsidy and lists the obligations that the acceptance of a subsidy entails.
