The role of Paul-Henri Spaak at the beginning of European integration

Abstract:

Bakalářská práce je pokusem ozřejmit a přiblížit význam osobnosti Paula-Henri Spaaka pro rozvoj evropské integrace ve druhé polovině padesátých let minulého století. Paul-Henri Spaak se v roce 1955 postavil do čela výboru konference reprezentantů vlád a expertů Beneluxu, Itálie a Německa v Messině, tzv. Spaakova výboru s úkolem pokročit v integračním procesu tehdy silně zabrzděném krachem myšlenky vytvoření evropského obranného společenství. Práce připomíná některé významné podmínky a okolnosti, které ovlivňovaly názorové přístupy, činnosti a závěry mezivládní konference. Výběrem dosud méně známých událostí se snaží bakalářská práce odkrýt postup Spaakova výboru při tvorbě závěrečné (Spaakovy) zprávy, která se stala základem Římských smluv, zakládajících Evropské hospodářské společenství a Evropské společenství pro atomovou energii, smluv z hlediska další integrace nesporně rozhodujících. Využitím dobových pramenů a dostupné literatury se pak práce pokouší zvýraznit osobní přínos Paula-Henri Spaaka (mj. oceněného i udělením ceny Karla Velikého) k vytvoření politicky a ekonomicky sjednocené Evropy.

Abstract:

Bachelor’s thesis is an attempt to explain and acquaint the importance of Paul-Henri Spaak’s personality in connection with the development of European integration in the second half of the fifties of the last century. In 1955, Paul-Henri Spaak spearheaded the committee of representatives of governments and experts of Benelux, Italy and Germany in Messina called The Spaak Committee. Progress in the integration process, which has been stopped by collapse of an idea of creating the European Defence Comunnity, was the task for The Spaak Committee. The thesis reminds some significant conditions and circumstances which influenced the opinion approaches, activities and findings of the Intergovernmental Conference. Bachelor’s thesis tries to elucidate the work of The Spaak Committee on the preparition of the final (Spaak) report that became the basis of the Treaty of Rome establishing the European Economic Community and European Atomic Energy Community. Bachelor’s thesis also aspires to highlight personal benefit of Paul-Henri Spaak (among others important politician who recieved the Charlemagne prize) to creation politically and economically united Europe.
