European road and rail networks in the context of the common transport policy EU

Abstract:

Samostatně vyčleněné Transevropské dopravní sítě jsou dnes jednou z nejdůležitějších oblastí pro budoucí rozvoj EU v rámci revidované Lisabonské strategie. Cílem předkládané diplomové práce je analýza stavu a budoucího rozvoje, financování silniční, a zejména potom železniční sítě EU v kontextu společné dopravní politiky EU, které byly záměrně zvoleny jakožto vzorové dominující, v mnoha segmentech perspektivní dopravní mody, na jejichž kultivaci se zaměřují hlavní komunitární legislativní opatření. Vlastní text je rozdělen do tří kapitol, přičemž vstupní částí do problematiky je věnována představení současného stavu silničních a železničních sítí (včetně vysokorychlostních tratí), ekonomickému hodnocení efektivity. Druhá kapitola pojednává o evropské dopravní politice, v jejímž kontextu se infrastrukturní vývoj odehrává. Budou analyzovány reformy silničního a železničního trhu, akcesibility, tj. přístupu k sítím, pokrok v liberalizaci, vybraná přijatá a plánovaná sekundární legislativa v posledních třech letech a její implikace pro členské státy. Třetí část je věnována evropským mezinárodním systémům silniční a železniční infrastruktury, TEN-T a jejich současnému, a hlavně potom budoucímu financování prostřednictvím přímých metod z rozpočtu TEN-T, participace členských států, strukturálními zdroji jako jsou Kohezní fond nebo Evropský fond regionálního rozvoje (ERDF) apod. Prostor dostanou rovněž inovativní finanční instrumenty, které doposud nebyly ještě používány v takové míře, nicméně návrh příští finanční perspektivy pro roky 2014-2020 s nimi počítá jakožto s nejdůležitějšími prvky pro rozvoj trvale udržitelné infrastruktury.

Abstract:

Separately allocated Trans-European transport networks are now one of the most important areas for future development of the EU in the context of the revised Lisbon strategy. The aim of this thesis is to analyze the status and future development, financing of road and rail networks in the context of the EU Common Transport Policy, which was deliberately chosen as the dominant model in many segments of the promising modes of transport on which cultivation is in the main focus of Community legislative measures. The text is divided into three chapters, with the first part of the issue devoted to the presentation of the current state of road and rail networks (including high-speed rail lines), economic evaluation of effectiveness. The second chapter deals with the European transport policy context within which the infrastructure development is taking place. The analysis consists of road and rail market reforms, accesibility, network access, progress in liberalization, selected measures, taken and planned secondary legislation in the last three years and its implications for member states. The third part is devoted to European international systems of road and rail infrastructure, TEN-T and their current and future funding then mainly by direct methods from the TEN-T budget, the participation of member states, structural sources such as the Cohesion Fund and the European Regional Development Fund (ERDF ) etc. The main part of this chapter means searching for innovative financial instruments, which so far have not been used to such an extent, but the design of the next financial perspective for the years 2014-2020 counts them as the most important elements for the development of sustainable infrastructure.
