The impact of accounting reform of public finances in particular conditions selected municipality

Abstract:

Bakalářská práce se zabývá dopady účetní reformy veřejných financí v konkrétních podmínkách vybrané obce Milín. Reforma veřejných financí probíhající od roku 2010, poskytla několik legislativních změn v účetnictví obcí. Vedení účetnictví, u vybraných účetních jednotek, se změnilo, především existencí čtyř nově vydaných, významných vyhlášek a nově vytvořených účetních standardů. Autorka se v teoretické části práce zaměřila, u jakých subjektů a v jakém období probíhaly tyto změny. Dále odůvodnila zapříčinění, z jakého důvodu ke konkrétní reformě došlo. A popsala, čím se obecně zabývá. U praktické části měla autorka možnost se zaměřit na tyto dopady v konkrétní obci Milín, kde se zpracovává velké množství účetních případů. Obec si s rozsáhlými změnami, které nastaly, dokázala dobře poradit. Postupně zpracovala nový účtový rozvrh, směrnici k režimu daně z přidané hodnoty, směrnici o evidenci majetku a následně také směrnice o odepisování dlouhodobého majetku. Dále si autorka, v praktické části práce, vytyčila tři výzkumné problémy. Prvním jsou změny, které s sebou přinesla reforma veřejných financí, do konkrétní obce. Některé z nich jsou uvedeny v praktické části, v rámci účetních případů. Dalším problémem souvisejícím se zavedením reformy, zda obec účtuje správně vyřazení majetku z účetnictví – prodejem. Posledním zkoumaným výzkumným problémem je, zda využívá obec všech možností při odepisování dlouhodobého majetku. Součástí praktické části práce jsou, příklady účtování a změn, v jednotlivých letech. V diskuzi výsledků autorka poukazuje na pár nedostatků a chyb, které vznikají, v účetnictví obce Milín. V rámci výzkumných problémů doporučuje obci, jakým způsobem jim předejít, co vylepšit, znovelizovat a jaká podniknout nová opatření. Poslední kapitolou bakalářské práce, autorka shrnuje celkový vliv reformy veřejných financí u konkrétní obce Milín. Autorka uvádí, že obec se i přes pár nedostatků, s touto reformou vypořádala dobrým způsobem. Závěrem došla k názoru, že se touto reformou, účetnictví územních samosprávních celků, přiblížilo k účetnictví podnikatelských subjektů.

Abstract:

This thesis deals with the financial impact of the reform of public finances in the specific conditions of selected communities Milin. The public finance reform beginning in year 2010 provided several legislative changes in the accounting municipalities. Accounting for selected entities has changed, especially the existence of four newly issued, important notices and newly created accounting standards. The author of the theoretical part of the work focused, in which municipalities and in what period these changes took place. Further reasons why the specific reform occurred. And also the author described the reform of general interest. In the practical part, the author had the opportunity to focus on these impacts in a specific municipality Milin. This village is working with a large number of accounting transactions. The municipality with the vast changes that have occurred, managed to cope well. Gradually drafted a new guideline of accounts, the directive for the system of value addend tax. Also, directive on the registration of property and consequently a directive on depreciation of fixed assets. The author of the practical part, was tasked to answer three research problems. The first changes, the reform of public finances in a particular village. Some of them are listed in the practical section on specific accounting cases. Another problem related to the introduction of reforms, if properly accounted community disposals of accounting - selling. Recent research problem is whether the municipality uses all possibilities depreciation on fixed assets. In the practical part of the work are examples of accounting and change in individual years. In the discussion of the results the author points out a few shortcomings and mistakes that arise in accounting municipality. Within the research community problems we recommend how to avoid them, what to improve and what amendment undertake new measures. In the concluding part, the author summarizes the overall effect of the reform of public finances in a particular municipality Milin. The author found and says that the municipality despite a few shortcomings is this reform a good way. Finally, the author presents the view that this reform, accounting, local government units, is closer to the accounts of business entities.
