Formální pravomoci hlavy státu nikdy nedokáží přesně definovat sku-tečnou podobu rozložení moci v politickém systému státu, neboť ta je složena nejen ze složky formální, ale také neformální. Čistě formální moc nemá reálnou vypovídací hodnotu a čistě neformální nedokážeme bez znalosti první složky ani definovat. The formal presidential powers are unable to precisely define the actu-al type of distribution of power in the political system as it is composed not only of the formal but also the informal dimension. Purely formal power has no real informative value and purely informal we cannot even define without knowledge of the formal one.
