The shift of the municipal size category coeficient and its impact on its fiscal management Kladruby nad Labem

Abstract:

Bakalářská práce se zabývá dopadem postupných změn zákona č. 243/2000 Sb., o rozpočtovém určení výnosů některých daní územním samosprávným celkům a některým státním fondům (zákon o rozpočtovém určení daní), ve znění pozdějších předpisů, na daňové příjmy obcí. První část charakterizuje rozpočet, rozpočtový proces územních celků a s tím spojené příjmy a výdaje rozpočtů. Další část práce je věnována postupnému vývoji přerozdělení daňových příjmů do rozpočtů územních celků od roku 1993 – 2008. Zásadní částí bakalářské práce je analýza rozpočtu obce Kladruby nad Labem v letech 2005 – 2008. Pro porovnání dopadu změny rozpočtového určení daní, jsou v poslední části analyzovány i sdílené daňové příjmy města Přelouč a Pardubice za rok 2007 a 2008. V závěrečné kapitole je vyhodnocen dopad změny stávajícího rozpočtového určení daní na obec Kladruby nad Labem s navržením možných změn současného systému rozpočtového určení daní.

Abstract:

Bachelor's thesis deals with the impact of gradual changes to Act No. 243/2000 Coll., The determination of financial income taxation of certain local government units and certain state funds (the financial determination of taxes), as amended, the tax revenues of municipalities. The first part characterizes the budget, the budgetary process of territorial units and the associated revenue and expenditure budgets. Another part of the work is devoted to the progressive development of the redistribution of tax revenues to budgets of territorial units from 1993 - 2008. A major part of work is the analysis of the village budget Kladruby nad Labem in the years 2005 - 2008. To compare the impact of changes to the financial determination of taxes, are analyzed in the last part of the shared tax revenues and Prelouc town of Pardubice in 2007 and 2008. In the final chapter is the evaluation of the impact of changes to the current financial determination of taxes to the municipality Kladruby nad Labem to propose possible changes in the current system of determining the tax budget.
