Electoral systems of Post-Communist Countries

Abstract:

Disertační práce je věnována analýze volebních systémů v postkomunistických zemích od pádu komunistické diktatury do konce roku 2005. Hlavní výzkumný cíl je založen na předpokladu, že pokud je volební systém klíčovou nezávislou proměnnou při formování stranického systému, podobné volební systémy budou generovat podobný stranický systém a vysvětlení případných odchylek bude snadné. Častější rozdíly mezi zeměmi s podobným volebním systémem indikují přítomnost důležitějších proměnných. Pozornost byla rovněž věnována zhodnocení volebních reforem a identifikaci základních trendů, které jsou v nich patrné. Práce byla rozdělena do tří částí. První část se věnuje přehledu vývoje volebních systémů v postkomunistických zemích. Na jeho základě byly popsány a zhodnoceny jednotlivé reformy a jejich trendy. Ve druhé části byla provedena analýza jednotlivých zemí. Hodnoceny byly (1.) bezprostřední výstupy hlasování (nad/podreprezentace parlamentních subjektů), (2.) vývoj systému politických stran (efektivní a absolutní počet parlamentních stran, podíl koalic a nezávislých poslanců, stabilita zastoupení a pozic aktérů, relevance krajně levicových a krajně pravicových stran), (3.) stabilita a forma vlád a (5.) průběh demokratizace. Získané informace posloužily ke komparativnímu zhodnocení ve třetí části práce. Na jejím základě byly vysloveny obecné závěry k otázce vlivu volebních systémů v postkomunistických zemích. Volební systém často poskytl vysvětlení pro určitá specifika vývoje v jednotlivých zemích. V případě srovnání většího množství příkladů byla identifikována řada rozdílů v působení podobných volebních systémů. Lze konstatovat, že volební systém nebyl rozhodující faktor při formování stranické soutěže. Byly popsány dva faktory, které byly přítomné za velmi rozdílných volebních systémů a které zásadně ovlivňovaly proces a formování stranického systému: (1) Přítomnost výrazně silnější strany (či osobnosti se zázemím v silné straně), která ovlivňovala chování ostatních „hráčů“ (nejprve vytváření koalic proti ní, po vítězství opozice destabilizace stranického systému jako důsledek rozpadu opoziční spolupráce), nebo (b) výskyt silného štěpení (redukce počtu stran, vytváření bloků, koncentrace hlasů ve prospěch nejsilnějších reprezentantů hlavních pólů). Jako méně vhodné pro hladký průběh demokratizace se jeví systémy, které usnadňují prosazení velmi silného aktéra (především v systémech se silnou pozicí prezidenta) a zákony, které umožňují nezvolení části poslanců (hrozba přílišného oslabení pozice parlamentu). Potenciál prováděných volebních reforem byl vyhodnocen jako omezený. Očekávaný efekt byl dosažen jen v některých případech, jako vedlejší produkt byla opakovaně konstatována destabilizace stranického systému způsobená problémy stran při adaptaci. Trendy volebních reforem, které byly identifikovány v první polovině 90. let, zůstávají v platnosti. Pokračuje odklon od většinových a smíšených volebních systémů, zhoršování pozic menších stran v poměrných volebních systémech již ale není nesporné. Zásadní reforma v jejich prospěch ale nebyla doposud realizována.

Abstract:

The thesis deals with the analysis of the electoral systems in post-communist countries after the collapse of communist autocracy until the end of the year 2005. The main research aim is based on a presumption that if the electoral system is a key independent variable for the formation of the party system, similar electoral systems will generate a similar party system and the explication of potential differences should be simple. More frequent discrepancy between countries with similar electoral rules indicates that there will be other, more important variables. The attention is also given to the evaluation of the electoral reforms and to the identification of basic trends in the electoral reforms realised in the post-communist countries. The thesis is divided in three parts. The first part focuses on the development of electoral systems in post-communist countries. Based on this part, the concrete electoral reforms and their trends are evaluated. In the second part, the analysis is carried out for particular countries. The subjects for evaluation are: (1.) direct outcome of the elections (over/underrepresentation of parliamentary parties), (2.) development of the party system (effective and absolute number or parliamentary parties, the role of coalitions and independent deputies, the stability of representation and positions of the parties, the relevance of extreme left and extreme right parties), (3.) the stability and the form of government and (4.) the process of democratisation. Acquired information served for a comparative evaluation in the third part of the thesis. Based on this part, general conclusions about the influence of the electoral systems in post-communist countries are formulated. The electoral system often explained concrete specifics in distinct countries. Comparing higher number of countries, numerous differences in the influence of similar electoral systems have been observed. It seems that the electoral system was not the crucial factor for the formation of the party system. Two factors, which are conceivable under very distinct electoral rules, and which significantly influence the process of formation and stabilisation of the party system, have been described: (1.) The presence of a strong party (or a personality with strong party support), which influenced the behaviour of the other actors (first during the creation of the coalitions against the strong party, second after the opposition victory and subsequent destabilisation of the party system resulting from the decomposition of the opposition cooperation), and (2.) appearance of intense cleavage (number of parties reduction, blocks formation, concentration of votes in favour to the strongest representatives of the main poles). The systems enabling the enforcement of a very strong actor s position (most frequently in the systems with a strong president) and permitting incomplete occupation of the parliament were found inconvenient to democratic transition. The potential of realised electoral reforms was found limited. Expected effect was achieved only in some cases, as a side effect the destabilisation of the party system has been repeatedly observed as a result of problematic adaptation of the parties. The trends of electoral reforms, which were identified in the 90ties, remain valid. The majority and mixed electoral systems are continuously being suppressed, the continual deterioration of the small parties position is currently not so significant. On the other hand, a fundamental reform for their favour has not already been accomplished.
