The external and internal communication of municipalities with extended powers

Abstract:

Bakalářská práce mapuje vnější a vnitřní komunikaci obcí s rozšířenou působností, které vznikly v souvislosti s druhou fází reformy veřejné správy účinné od roku 2003 a předkládá doporučení, která by mohla mít pozitivní dopady na zvýšení efektivity komunikace a následně na rozvoj celého regionu.Z provedeného výzkumu vyplynuly mezery v komunikaci, které nechávají otevřený prostor pro možná zlepšení systému komunikace. Proto je velice žádoucí činitele ovlivňující efektivitu veřejné správy, přerozdělování veřejných příjmů a úspěšnost dané obce analyzovat, a udávat tak směr snahám ve zlepšení.V teoretické práci je charakterizována reforma veřejné správy z roku 2003 a obec s rozšířenou působností jakožto jednotka územní samosprávy. Dále jsou zde podány teoretické základy vnější a vnitřní komunikace obcí s přihlédnutím k etickým kodexům a zákonům.Praktická část předkládá analýzu jednotlivých způsobů komunikace a informuje o systému vnitřní a vnější komunikace ve městech Mělník a Neratovice, který byl zjišťován na základě dotazníkových šetření, mystery shoppingu a komparace. Z výzkumu vyplývá, že motivace pracovníků úřadu ke kvalitnímu výkonu jejich práce není dostatečná, a to zřejmě převážně kvůli finančnímu ohodnocení, jelikož ostatní faktory ovlivňující komunikaci, kterými jsou například vztahy se spolupracovníky, dostupnost informací a komunikace s vedoucím a kolegy, byly hodnoceny příslušníky veřejné správy kladně. Výsledkem je také zjištěná korelace mezi znalostí cílů a vizí obcí s rozšířenou působností a aktivním zapojením občanů do dění v regionu. Za nejefektivnější způsob vnitřní komunikace úřadu je pokládán osobní styk a jako nejlepší způsob k informování veřejnosti vzešly facebookové stránky.

Abstract:

This bachelor thesis maps out the internal and external communication of municipalities with extended powers, which have developed in connection with the second phase of public administration reform begun in 2003, and it makes recommendations that could have positive effects on increasing the effectiveness of communication and consequently on the development of the whole region.The research indicates gaps in communication that leave room for possible improvements in the communication system. An analysis of the factors influencing the efficiency of public administration, the redistribution of public revenues, and the success rate of the given municipalities is, therefore, very desirable in order to indicate the direction in which improvements should be undertaken.The theoretical work characterizes the reform of public administration since 2003 and the municipality with extended powers as a unit of local self-government. Furthermore, the theoretical foundations of internal and external communication of municipalities with regard to ethical codes and laws are furthermore provided here.The practical part presents an analysis of individual means of communication and information about the system of internal and external communication in the towns of Mělník and Neratovice, which was based on a questionnaire, some mystery shopping and a comparison. The research shows that motivating the employees of town hall to do their job well is not sufficient, mostly because of financial valuations, since other factors influencing communication, such as relations with co-workers, the availability of information, and communication with the manager and colleagues, were evaluated positively by members of public administration. The result also provides a correlation between knowledge of the objectives and visions of municipalities with extended powers and the active involvement of residents in the region. Personal contact is considered the most effective means of internal communication in the town hall office while Facebook pages appear to be the best way to inform the public.
