On selected aspects of police officer’s communication during communication with blind persons in the Czech Republic

Abstract:

Cílem práce je vytvoření metodiky postupu policistů při zákroku s nevidomými tak, aby byla postupem policistů zajištěna co nejmenší míra stresu nevidomých, a byla dosažena co největší míra důvěry pro osoby s tímto handicapem. V teoretické části bude popsána problematika týkající se slepoty, orientace nevidomých, kompenzačních pomůcek nevidomých a problémy nevidomých při identifikaci osob, především příslušníků policie. Dále budou také rozvedeny standardní postupy policistů při nejčastějších zákrocích spojených s těmito osobami. V praktické části bude realizováno kvalitativní výzkumné šetření prostřednictvím polo strukturovaného rozhovoru s nevidomými, na jehož základě bude vytvořena metodika postupu pro policisty. Tato metodika, která bude hlavním výstupem této diplomové práce, bude poté nabídnuta Policejnímu prezidiu České republiky a Městské policii v Ostravě a Městské policii v Olomouci, k využití při řešení situací spojených s nevidomými.

Abstract:

The aim of the thesis is to create a methodology for the procedure of police officers when dealing with blind persons in such a way that the procedure of police officers ensures the least possible level of stress for blind persons, and the greatest possible degree of trust is achieved for persons with this handicap. In the theoretical part, issues related to blindness, orientation of the blind, compensatory aids for the blind and problems of the blind in identifying persons, especially members of the police, will be described. In addition, there will also be standard police procedures for the most frequent interventions associated with these persons. In the practical part, a qualitative research investigation will be carried out through a semi-structured interview with blind people, on the basis of which a procedure methodology for police officers will be created. This methodology, which will be the main output of this thesis, will then be offered to the Police Presidium of the Czech Republic and the city police in Ostrava and the city police in Olomouc, for use in solving situations related to blind people.
