The Maastricht fiscal criteria, their formation and problems with meeting the criteria in the EU

Abstract:

Bakalářská práce se zabývá problémem plnění kritérií Paktu stability a růstu členskými zeměmi eurozóny. Hlavním cílem práce je provedení analýzu vývoje hodnot fiskálních kritérií u vybrané skupiny států PIGS. Část bakalářské práce se věnuje historii vzniku Evropské unie a Hospodářské a měnové unie. Nastíněn je také vývoj a důvody vzniku Maastrichtských kritérií a Paktu stability a růstu včetně popisu jednotlivých kritérií. Bakalářská práce se mimo jiné zaměřuje na vhodnost přijetí zkoumaných států do eurozóny s přihlédnutím k fiskální části konvergenčních kritérií. Z analýzy vývoje hodnotových ukazatelů vyplývá, že některé státy neměly být do eurozóny vůbec přijaty. Nevyhovující stav jejich ekonomik při vstupu do měnové unie se naplno promítl v období finanční krize, což značně narušilo stabilitu uvnitř celé Evropské unie.

Abstract:

The bachelor thesis deals with the difficulties with meeting the criteria of the Stability and Growth Pact by member countries of the euro area. The main goal of this work is to analyze the progress of the values of the fiscal criteria for a selected group of countries PIGS. A part of the thesis deals with the history of the European Union and the Economic and Monetary Union. There are also described the reasons for establishing the Maastricht criteria and the Stability and Growth Pact, including a description of the individual criteria. Bachelor thesis, among others, deals with the appropriateness of adopting the euro area countries examined in the light of the fiscal convergence criteria. The analysis of value indicators shows that some countries in the euro area should not be accepted at all. The unsatisfactory state of their economies is fully reflected in period of the economic crisis, which severely undermined the stability within the European Union.
