Financing slovak public health service and options of its efficiency increase : DFNsP Bratislava

Abstract:

The aim of diploma work is to analyze the health system and its financing recourses, to define selected basic problems of financing of Health system in Slovak Republic and the economical analysis of functioning of DFNsP Bratislava and to find solutions for efficiency enhancement. The work is divided into three parts – theoretical part, practical part and conclusion. The theoretical part focuses on economic nature of Health, functioning of Budget, Treasury, analysis of Health financing system in SR and health reforms in Slovak Republic. Exactly the financing problem is the most complicated area of health system. History of health system in SR, history of DFNsP Bratislava and economic analysis of functioning of hospital from the income and expense point of view (budget, cost monitoring) and selected economic indexes create the practical part of the work. Data used for analysis of mentioned problems (profit and loss statement, balance sheet, general ledger and budget of DFNsP) were captured from accounting of DFNsP and from publications of several organizations on internet (Ministry of Health, Ministry of Finance). In the conclusion there is the summary of problems and opportunities to increase the efficiency of hospital and health system.

Abstract:

Cieľom diplomovej práce je analýza zdravotného systému a jeho zdroje financovania, definovanie vybraných základných problémov financovania zdravotníckeho systému v SR, ekonomická analýza fungovania DFNsP BA a hľadanie riešení na zvýšenie efektívnosti. Práca je rozdelená do troch častí – teoretická časť, praktická časť a záver. Teoretická časť sa sústreďuje na ekonomickú podstatu zdravotníctva, na fungovanie rozpočtu, štátnej pokladnice, na analýzu systému financovania zdravotníctva v SR a na zdravotné reformy na území SR. Práve problematika financovania je najzložitejší okruh v oblasti zdravotníckeho systému. História zdravotného systému v SR, história DFNsP BA a ekonomická analýza fungovania nemocnice z hľadiska príjmov a výdavkov – rozpočet, sledovanie nákladovosti a vybrané hospodárske ukazovatele tvoria praktickú časť diplomovej práce. Údaje, ktoré boli potrebné na analýzu danej problematiky (Výkaz ziskov a strát, HK účtovných období, rozpočet DFNsP), boli získané z účtovníctva DFNsP a z publikácií jednotlivých organizácií na internete (MZ SR, MF SR). V závere je zhrnutie problémov, možností zvyšovania efektívnosti nemocnice a zdravotníckeho systému.
