Analysis of the potential end of the international conflict in Afghanistan

Abstract:

Diplomová práce se zabývá mezinárodním ozbrojeným konfliktem v Afghánistánu mezi lety 2001 a 2021 v souvislosti s ukončením zahraniční vojenské přítomnosti v zemi. Nejprve objasněna situace v Afghánistánu do roku 2001. Následně pak autor uvádí příčiny vzniku a vývoj samotného konfliktu od jeho vypuknutí dne 7. 10. 2001 do 31. 8. 2021, kdy Spojené státy americké zcela vojensky opustily území Afghánistánu. Další část práce je zaměřena na analýzu potenciálního ukončení tohoto mezinárodního konfliktu s využitím teorie zralosti od I. Williama Zartmana. Autor objasňuje objektivní fázi zralosti, překážky pro dosažení zralosti a překonání překážek na základě teorie a příkladů z jiných ozbrojených konfliktů. Následně provádí aplikaci těchto poznatků na situaci v Afghánistánu mezi USA a Tálibánem. Diplomová práce se následně věnuje možnosti ukončení mezinárodního ozbrojeného konfliktu dle teorie připravenosti, a to v podobě objasnění typů motivace pro ukončení konfliktu, okolností vyvolávající připravenost a dopadů motivace pro ukončení konfliktu. Tato východiska teorie připravenosti autor doplňuje o příklady z jiných ozbrojených konfliktů a opět je aplikuje na situaci v Afghánistánu mezi USA a Tálibánem. Nadcházející část využívá teorii mediace, na jejímž základě autor analyzuje afghánské mírové rozhovory mezi USA a Tálibánem v období 2018 - 2020. V závěru se diplomová práce věnuje vnitro-afghánskému dialogu, který se rovněž stal součástí ukončování tohoto mezinárodního ozbrojeného konfliktu, za použití politického aspektu teorie připravenosti.

Abstract:

The diploma thesis deals with the international armed conflict in Afghanistan between years 2001 and 2021 in connection with the end of the foreign military presence in the country. At the beginning is clarified the situation in Afghanistan before 2001. Subsequently, the author mentions the causes and the development of the conflict itself from its outbreak on October 7, 2001 to August 31, 2021, when the military of the United States completely withdrew from Afghanistan. The next part of the work is focus on the analysis of the potential end of this international conflict by using the ripeness theory from I. William Zartman. The author clarifies the objective stage of ripeness, impediments to reach ripeness and overcome impediments, all based on the theory and examples from other armed conflicts. After that he applies this knowledge to the situation in Afghanistan between the United States and the Taliban. In the next part the diploma thesis is focus on the possibility of ending the international armed conflict according to the readiness theory, in the form of clarification of the types of motivation to end the conflict, the preliminaries to readiness and the impact of motivation to end the conflict. The author supplements these starting points of the readiness theory with examples from other armed conflicts and again he applies them to the situation in Afghanistan between the USA and the Taliban. The following part uses the mediation theory, on the basis of which the author evaluates the Afghan peace talks between the US and the Taliban in the period 2018-2020. At the end the thesis is focus on the intra-Afghan dialogue, which has also become the part of the end of this international armed conflict, by using the political aspect of the readiness theory.
