Impact of conflict potential of the South Caucasus on energy security of the EU

Abstract:

Předkládaná práce si klade za cíl aplikovat teorii regionálních bezpečnostních komplexů (RSCT) a energetické bezpečnosti (na pozadí sektorového pojetí bezpečnosti Kodaňskou školou) na případy jižního Kavkazu a Evropské unie. Výzkumnou otázkou potom je, jakou hrozbu energetické bezpečnosti Evropské unie představuje konfliktní potenciál jižního Kavkazu. V teoretické části jsou představeny a diskutovány použité teoretické koncepty. V části analytické dochází k analýze konfliktního potenciálu mini-komplexu jižního Kavkazu (státy Arménie, Ázerbájdžán a Gruzie), přičemž jako konfliktní potenciál chápeme riziko vzniku či (re)eskalace konfliktů na čtyřech úrovních analýzy podle RSCT. Následně se práce zabývá energetickou bezpečností Evropské unie – základními statistickými daty a hrozbami energetické bezpečnosti EU. V závěrečné kapitole práce propojuje předchozí celky a zkoumá vnější energetickou politiku EU vůči státům jižního Kavkazu, jejich situaci jako zdrojových a transportních zemí pro EU a odpovídá na výzkumnou otázku.

Abstract:

The aim of this thesis is to apply the Regional Security Complex Theory (RSCT) and energy security theoretical aspects (on the background of the concept of security sectors invented by the Copenhagen School) on cases of the South Caucasus and the European Union. The research question sounds like: what threat does the South Caucasus conflict potential represent to energy security of the European Union? In the theoretic part of the study there are used theoretic concepts introduced and discussed. In the analytic part of the study there is the analysis of the conflict potential of the mini-complex called the South Caucasus (which involves states of the Armenia, the Azerbaijan and the Georgia). The risk of threat emergence or (re)escalation we assume as the conflict potential. It is analyzed on four levels according to the RSCT. Subsequently the study deals with the energy security of the European Union – basic statistical data and threats to the energy security of the EU. In the ending charter the thesis pursue the connection between previous parts and it researches external dimension of the European energy policy to the South Caucasus states, their position as the source and transport countries for the EU and the thesis is answering the research question there.
