Strategies of the local authorities in the matter of social inclusion of the Roma people in the Czech republic

Abstract:

Tématem bakalářské práce je sociální exkluze Romů a druhy integračních politik, jež územní samosprávy České republiky využívají. Pro snadnější orientaci a pochopení textu je v úvodu práce věnován prostor k vymezení konceptů exkluze, segregace, inkluze a integrace pro potřeby lokálních samospráv. Sociální exkluze představuje multidimenzionální koncept, kdy vyloučení z jedné oblasti života implikuje vyloučení z oblastí dalších. Práce se podrobněji zabývá dimenzí vzdělání a zaměstnání, která může často vést k residenční segregaci, jíž je věnována taktéž část práce. Sociální exkluze případně segregace představují procesy, které podstatně ovlivňují kohezi společnosti, a proto by jedním z hlavních cílů územních samospráv mělo být zlepšení oné situace, či dokonce snaha předcházet této exkluzi a napomoct romské menšině integrovat se do majoritní společnosti. Strategie samospráv jsou popsány a rozebrány v další části práce. Územní samosprávy využívají různé strategie, jak „romský problém“ vyřešit, počínaje naprostým odtržením od vyloučené oblasti v podobě pomyslné či fyzické hranice, přes normalizaci problémů a aktivního řešení konče.

Abstract:

This bachelor thesis deals with the social exclusion of the Roma people and various kinds of integration policies used by the Czech local authorities. For better understanding of the work, there are concepts such as exclusion, segregation, inclusion or integration for the needs of local authorities explained at the beginning. Social exclusion is a multidimensional concept which refers to the phenomena when exclusion from one life area implies exclusion from other ones. The thesis further focuses on education and employment which can lead to residential segregation which is also mentioned in this work. Social exclusion or segregation represents the processes influencing cohesion of the society so one of the main goals of the local authorities should be improvement of that situation or even prevention of the exclusion as well as helping the Roma people with integration into the majority society. Next part of the thesis describes and analyses the strategies used by the authorities. The local authorities use various strategies for dealing with the „Roma problem“ beginning with the secession from the excluded area by an imaginary or physical border, continuing through normalization of the problems, and ending with active solution.
