German Energiewende: Implications for international competitiveness of energy-intensive industries in Germany

Abstract:

Vzhledem k tomu, že Německo je exportně orientovaná země s rozvinutým průmyslem a vysokou koncentrací výzkumu a vývoje, je pro tuto zemi životně důležité mít mezinárodně konkurenceschopný průmysl, který je oporou německé exportně orientované ekonomiky. Různé dopady, související s novým energetickým systémem, které jsou vyvíjeny na konkurenceschopnost na makroekonomické úrovni i na úrovni jednotlivých odvětví, jsou dnes v Německu často diskutovány. Tato otázka týkající se energeticky náročných průmyslových odvětví je hlavním zaměřením disertační práce. Zkoumá důsledky „Energiewende“ na mezinárodní konkurenceschopnost německých energeticky náročných průmyslových odvětví. Dopady na konkurenceschopnost, které vnímají průmyslové subjekty, byly analyzovány na úrovni čtyř energeticky náročných průmyslových sdružení energeticky náročných společností. V tomto výzkumu autorka pokládala následující stěžejní výzkumné otázky: jak německá energeticky náročná průmyslová odvětví vnímají „Energiewende“ a jak s ní jednají jako s faktorem ovlivňujícím jejich konkurenceschopnost na světových trzích, jak interpretují různá energeticky náročná průmyslová odvětví důsledky pro mezinárodní konkurenceschopnost způsobené „Energiewende“ jinak; a k jakým aspektům jsou tyto rozdíly připisovány a jaké vzory jsou odhaleny v argumentaci různých energeticky náročných průmyslových odvětvích. Tato disertační práce použila metodu kvalitativní obsahové analýzy a metodu analýzy stakeholderů, která se zde používá jako doplňující kombinace metod sběru dat. Časový rámec podle autorčiny úvahy zahrnoval roky 2010-2017.

Abstract:

As Germany is an export-oriented country with developed industry and high R&D concentration, it is vitally important for this country to have internationally competitive industry which is the backbone of German export-oriented economy. Various impacts related to the new shape of the energy system, being exerted upon competitiveness on the macro level as well as on the level of single industries, are a subject of more frequent debate in Germany today. This issue, put in relation to energy-intensive industries, is the ultimate focus of the underlying thesis. It explores implications of the Energiewende upon international competitiveness of German energy-intensive industries as they perceive them to be. In this research, the author asked the following research questions: how do German energy-intensive industries perceive the Energiewende and how do they treat it as a factor affecting their competitiveness on the global markets? Do various energy-intensive industries interpret implications for international competitiveness caused by the Energiewende differently and what patterns are revealed in argumentation of different energy-intensive industries? This thesis was not aimed to make a scientific contribution while developing or testing a theory, but rather to use social constructivist assumptions to research how the frame of competitiveness is being conceptualized by energy-intensive industries through the prism of the Energiewende. Impacts upon competitiveness as they are perceived by industrial players, were analyzed at the level of 4 industrial associations of energy-intensive companies. This dissertation applied the method of qualitative content analysis and stakeholder analysis, used herewith as the complementary mix of data collection methods combined with desk research. Qualitative content analysis is used to uncover perceptions of competitiveness of industrial players, in the context of effects exerted by the Energiewende. Content analysis is applied to the corpora of written materials of sampled energy-intensive industries represented by respective industrial associations. The technique of qualitative interviewing was applied within the stakeholder method to tap into the expert knowledge of relevant stakeholders but also to verify content analysis findings. The time frame under the author‘s consideration was from 2010 till 2017. In overall, having conducted this research, the author arrived at the following major conclusions: (a) All sampled industrial associations have one common feature; they often speak on behalf of all energy-intensive industries, rather than outline implications for a particular industry, (b) The author observed some variations in narration of industrial associations. But when looked at issues debated upon in direct relation with competitiveness, the narration of all industrial associations appears to be very similar, (c) the higher power prices in Germany is a dominant concern when it comes to impacts of the Energiewende upon industrial consumers addressed as competitive disadvantage; (d) in an intention to construct perceptions of energy-intensive industries for a broad audience, all sampled associations link the success of the Energiewende with the importance of energy-intensive industries; (e) there is a certain level of correlation between the coverage intensity of competitiveness-related issues in the narration of the sampled industries and energy intensity.
